Running head: The Effects of Public Policy 1 The Effects of Public Policy Shenna Clark Constitutional and Administrative Law December 4, 2022
The Effects of Public Policy 2 History The organization that I chose is the American Civil Liberties Union Washington. The American Civil Liberties Union was founded in 1920 in New York City. The ACLU is dedicated to defending and expanding civil liberties and civil rights for every person in America (History, 2022) . In 1925, the ACLU first came to Washington state to assist in a case of a 9-year-old boy taken from his parents because of his religious beliefs (Hoing, 2020) . In 1931, a Seattle ACLU Committee was formed, led by a University of Washington student, a local lawyer, and a woman who was later to become a state senator (History, 2022) . Furthermore, early on, the ACLU focused on free speech and assembly rights. They were not afraid to stand up and fight organizations and the government. They assisted with controversial cases. The ACLU Washington worked to secure political rights for unpopular activists, aid immigrants threatened with deportation, object to loyalty oaths for teachers, support a campaign to remove military training from the UW campus, and deplore beatings of Filipino farm workers in the Kent Valley (History, 2022) . In addition, there are many historical milestones and major achievements they have been involved in. In 1937, they were assisted in a freedom of speech case. With the help of ACLU WA, the legislature repeals the state’s “criminal syndicalism” law that had been used to target Wobblies and other radicals for advocating unlawful acts as a means of bringing about political change (History, 2022) . In 1942 they assisted with the Japanese American Internment case. In 1960 they assisted with the police civilian review board. The ACLU-WA calls for Seattle to establish a civilian review board to serve as an independent body to examine allegations of police abuse (History, 2022) . From the 1960’s forward, they have assisted with movie censorship, Native American Fishing Rights, indigents’ rights to counsel, unlawful search, fair housing laws,
The Effects of Public Policy 3 the first woman to give birth in the Military, and language requirements for voting to name a few historically important cases (History, 2022) . Moreover, many of these cases have laid the foundation for the work they continue to do today. They have made many historical milestones and advances in the state of Washington. Currently, the ACLU Washington takes on major law reform through litigation and legislative action. They aid and advocate for individuals and community groups. They also lobby on scores of bills in the state legislature and local councils (History, 2022) . Issue The ACLU Washington addresses many important issues. They are fighting for systemic equality for Black, Indigenous, and people of color. This is a generational inequality that has long affected and marginalized people in these communities. One major problem is with the policies in housing, voting, and education that continue to cause disparate outcomes for communities of color compared to their white counterparts. While working to promote justice and accountability, the ACLU Washington intends to address reparations, police violence, immigration rights, mass incarceration, the war on drugs in minority communities, school discipline and the legal system, restoring voter rights, and grassroots activism (Mission, Vision, and Values, 2022) . These are just a few of the issues and problems the ACLU Washington is working to address. Likewise, all these issues are significant barriers in Black, Indigenous, and people of color communities. These social injustices hinder their quality of life and are often felt for generations. Most of these problems are deep-rooted in slavery and racially discriminatory government policies. Once these barriers have been lifted, people in these communities will be
