Personal and Social Functioning Winnebago County’s Birth to Three and Early Intervention Program provides services and support to children from birth until age three who have developmental delays or disabilities in Winnebago County (Winnebago County, 2023). Through the primary coach model services can be coordinated for the children and families to strengthen literacy, speech, physical, and social development. While these services can be provided in Outpatient settings or in the home, it is important for the parents and caregivers within the child’s life to promote the same development. The Portage Guide to Early Education Program would be a beneficial intervention to utilize within the Birth to Three and Early Intervention Program. This program was developed in 1969 in Portage Wisconsin as a home-based service in training parents to work with their children where there are no professional resources available and where no physical entity for center-based programs exists (Shin, et. al. 2009). The Portage curriculum covers five major developmental areas, including communication/language/literacy, social/emotional development, exploration/approaches to learning (memory, problem solving, and reasoning), purposeful motor activity (ability to coordinate movements of large and small muscles of the body) and sensory organization (the process of receiving, integrating, and organizing sensory information) (CESA 5, 2023). The program suggests age-appropriate activities, interaction, tasks, and routines, while also explaining the necessity of the activities to promote the child’s development. Cultures The Portage Guide to Early Education can be utilized throughout the world and has been integrated into many countries already. By considering the family’s culture and beliefs, specific
toys or activities can be recommended to the family to utilize when a service or professional is not available. The Portage Guide materials for assessment and curriculum planning are user- friendly and can be found in multiple languages (CESA 5, 2023). The Portage Guide to Early Education program has been used widely for early intervention in children with Global Developmental Delay due to it’s scientific, interesting, coherent, and operable nature (Liu, et. al. 2018). Outcomes When including the Portage Guide to the Birth to Three and Early Intervention Program, it would be expected that development would improve in children of all ages and developmental stages. Outcomes can be tracked via the assessments provided by the program and compared to initial assessments that were completed in the beginning of the enrollment. Assessments can be completed every 6 months to measure development and improvement. Evidence-based Practice The Portage Guide to Early Education utilizes the Wisconsin Model Early Learning Standards as a guide to creating the assessments and curriculum included within the program. Though not specifically evidence-based for creating the program, there are studies that show the effectiveness of the program. According to J.Y. Shin, the program was evaluated in India with 120 children with developmental delays, and it was reported that there were significant gains in their development. Also, within Shin’s own study, the intervention group that utilized the Portage Model made significantly greater gains in personal care skills as well as in motor skills compared to the control group within the study.
