Assessment Challenges in e-PMET courses
Introduction
Assessment had been driving learners’ behaviors (Frederiksen, 1984) in learning for many decades. In my training school, assessments have been an important aspect in driving what were taught during lessons. The general concept of having an assessment in my training school is to affirm that learning had taken place. In general, summative assessments have been the key choice of appraisal because of the large numbers of attendee in the courses that the school handles and the ease of managing the assessments. Summative assessment is also chosen due to the nature of the skill knowledge transfer of the course.
Military personnel from different departments of the SAF are required to undergo the e-PMET (enhanced Professional Military Education and Training) (Office, 2015) course before taking up a middle management role. In this paper, we will use the assessment methodologies which is administered in the e-PMET course to discuss the on the assessment challenges met in the course.
e-PMET
e-PMET is a suite of program which provides essential professional military knowledge transfer to a professional soldier in the SAF. The suite covers seven functional military topics. These functional topics include military laws and justice, military logistics, human resource for military personnel, finance management, military training, military security and national service (NS) affairs. Assessment plays a significant role in the learning experience of students. It determines their progression through their programmes and enables them to demonstrate that they have achieved the intended learning outcomes. It is assessment that provides the main basis for public recognition of achievement, through the awarding of qualifications and/or credit.

There is a large variety of assessment methods available for assessing learners’ achievements. These include observation; questioning the learner; examining product evidence; discussion; witness testimony; looking at learner statements; recognising prior learning; simulated environment; skills tests; oral and written examinations; assignments; case studies and projects. Choosing the most appropriate assessment methods is vitally important, to help and support the learner and to ensure the job of the assessor is as straightforward, reliable and problem-free as possible.
Assessment is a valuable tool to measure students learning and achievement. It is an essential element for teacher to reflect on what and how they teach. To assess students is to collect evidence of their learning. The third stage of this research will be conducted through electronic survey. By conducting all surveys through electronic means the study will be able to read a wider audience and a larger participation group in a more efficient way. Assessment is carried out through formative (checks throughout the course), ipsative (to test against previous marks), and/ or summative (at end of course) activities to help the learner see their development whilst allowing the Assessor to give valuable feedback when appropriate. It’s purpose is to measure the learners understanding of the subject against the anticipated outcomes set by the criteria.
Assessment is carried out to ensure that learning has taken place. This is used to measures the learner’s knowledge and skills in their chosen area of learning. Assessment can be used to encourage learners to ask questions on anything they have not understood, learners at some point will have to know that they will have to prove their knowledge and understanding to the standards of the awarding body.
The function of assessment in learning and development is to provide a measurable way of planning and supporting students’ progress. Assessment is carried out by means of checks and tests carried out throughout the course. Assessors should provide feedback throughout ensuring that learning is occurring and the learner is at the correct level. It is also important that assessor’s decisions are also consistently reviewed and internally and externally verified.

As stewards of our profession, commanders ensure that military expertise continues to develop and be passed on to aspiring professionals through operational development. It is during this developmental phase that Professional Soldiers put their knowledge and skills to the test. Operational Army units certify and recertify their Professional Soldiers through repetitive and realistic training events including the Combat Life Saver Course, platoon live fires, and exercises at the National Training Center. In the course of these challenging and realistic experiences, the Army’s operational units develop Soldiers and leaders prepared to maintain high standards, discipline, and operational readiness. Operational development and adaptability will continue to drive changes in Army doctrine, organization, leadership, and education as we enter the post-war era. Without this kind of development, the Army could not maintain a well-disciplined professional fighting force.
