There are several recommendations that we would make to Rosas, which are as follows: * The project should be implemented with a strong matrix structure. This will make the project manager higher control and functional department managers will work like subcontractors. The project is a large, strategically important project in which innovation and coordination is very important due to the time and cost constraints. For these kinds of projects, there needs to be a higher control and authority. Moreover, with a strong matrix structure, the efficiency of the project will increase, which will help to achieve the deadline of the project. * The culture of the project’s subculture should be more egalitarian, where team members are treated more equally. There should be rewarding based on the performance of the team members. Through an egalitarian culture, there would be stronger team focus in each member of the project. * Commitment of the senior managers is important, since there would be a matrix structure. If the senior managers support project strongly, then there would be stronger project ownership.
Question 2
With respect to the recommendations that we have done in the first question, we drew our recommended organizational chart as below.
We have included two new teams: Quality Assurance Team under Manufacturing Department and Customer Requirements Team under Marketing Department. We assign one project manager, one Planning and Control Manager, one Electronics System Engineer and one Mechanics System Engineer. There are n (12 to 20 design teams) that work with 5 to 15 engineers. For all the teams involved, there exists one team leader. In the organization, all team members are responsible from reporting to their team leaders and the project manager. All team leaders are also responsible from reporting to the project manager, due to a strong matrix structure. Quality Assurance Team works in direct relation with the manufacturing team, so that quality standards are followed
As each new project is started, a new team leader may be assigned. The reason for this is with each new project the area of expertise needed may change. These teamwork groups are helpful to the manager. By delegating the responsibility of a project to the designated group, it lessen
Clear responsibilities and roles, the structure of the team, job descriptions, competencies, accountabilities, resources, tools and equipment should all be provided. Problem solving, communicating, managing conflicts, tasks, planning meetings, performance evaluation, managing change and decision making should follow clear procedures ensuring effective team working. Positive relationships, mutual respect and trust, continuing support and inclusion, valuing diversity and listening to feedback can overcome challenges to effective team performance. A strong credible leader with clear expectations can also overcome challenges to an effective team.

However, diversity of the group is not managed properly and conflicts are not handled effectively because of poor communication. There is a serious degree of trust problem in the team. For example, Merz has not much confidence in team members’ competence and she is not believing in their ability to deliver the product. Therefore, we can’t talk about a team efficacy for this team. Everyone asserts his/her expertise and experience but no one regards and trust each other’s. Lastly evaluation system of performance of the employees is a serious problem. While they were working both in the project and in their functional areas, they were evaluated only on the basis of performance on their functional area. This situation definitely destroys motivation of the team.
In a matrix structure, each employee answers to two immediate supervisors: a department supervisor and a project manager. The department supervisor is charged with overseeing employees in a functional area such as marketing or engineering. Project supervisors manage a specific and often impermanent project. They absorb employees from various functional areas to complete their project teams. This kind of organizational structure has several advantages especially if the project managers identify their team strengths and weakness early. Directing the staff with effective leadership skills is a key role as a project manager. A clear direction of the project from start to completion is vital. Therefore, the project managers must carry top notch planning and organizational skills. To follow the WBS and have a clear understanding of the importance of remaining on budget throughout the entire project is mandatory. The experienced project manager must keep planning, staffing, budgeting and scheduling and other control techniques under wrap, by utilizing their administrative skill according to Project Management, (Kerzner, 2013).
