The structure of the news article utilizes an inverted pyramid. The more important information is featured at the beginning of the article (the amount of essential information decreases). For example: the writers discuss the ruling of the South Carolina House of Representatives within the first paragraph of the article (“The final vote in the State House of Representatives, 94 to 20, was well above the two-thirds majority required to move the bill to the desk... in Charleston.”) and decreases as one goes through the article.
