My recommendation would be to have all states earlychildhood facilities on board with using the developmental domain observation logs. They would use those logs on every child in order to monitor the growth and development on each child. This would build on the following principles:
1. The rate and course of developmental are fundamental to children’s health(National Research council;2004)
2. A broad range of behavioral, and environmental factors affect children’s health(National Research Council,2004)
