The two pictures were created at different times during World War I. Both represent an event in the war. These are their purposes and President Wilson’s role in each cartoon. In the first cartoon, President Wilson is at a desk with a paper in one hand that reads: “American ships sunk without warning & American lines lost.” He is writing on a paper with another hand and it reads, from what we can see: “Congress the war--- declaring body called to convene April #2.” President Wilson is asking Congress for the green light to declare war on Germany after they attacked and sunk one of America’s ships.
