Abstract
The paper aims to determine the attitude of scientists towards electronic information resources in the library of Institute of Microbial Technology, Chandigarh. The study further aims to investigate the level of satisfaction. The findings reveal that access and use of e-information is an important component of research activities for scientists. E-journals, websites and email are most preferred e-resources Also there is a constructive suggestion for developing an automated library system and remote access facility to access resources and increased electronic resources with improved library services.

In library we use internet for searching books and we can know about the book before taking them from the library and we search even the revelant refernces of a paticular book with the help of internet and more over we can find more additional information what we are having in book we choose, we can find lot of vedios and images based on a particular topic what we are searching or trying to know.
The physical entity of the library is the prevailing advantage that allows books to remain relevant even though the technological convergence has occurred. While individuals have greater access to information than in the past, people, for the most part, will congregate at a place where others gathered. For this reason, the look and feel of libraries will change as technology advances.
Library users today are able to meet most their information needs through the sources outside the library. The ubiquitous access to internet today and the rise of the companies like Google, Amazon and Wikipedia have provided viable alternatives to users for their information needs. So libraries are experiencing an evolutionary change in their traditional services. And the rapid evolving digital technologies can be seen as an opportunity for libraries as their need to evolve in the face of these new challenges.
Information Literacy as defined by the Association of College & Research Libraries is a set of abilities that individuals require to “recognize when information is needed and have the ability to locate, evaluate and use the information effectively”. In today’s society information literacy is has become increasingly vital in a world that is rapidly changing by technology and information resources. Due to abundance of information choices in the workplace, personal lives and academic studies information literacy has become a basis for lifelong learning.
In the 21st century, collections and services will need to meet customer's needs in a much more personalized and customized way. Collections will need to become more diverse, in terms of format, language, and access. Librarians will need to have knowledge of new formats for library materials, and plan to use their funds in purchasing materials that will meet and promote various skills. Customers will want library materials that use their critical thinking and problem solving skills, promote creativity and innovation, allow for communication and collaboration, and teach information, media and technology skills. Library materials, that are accessible 24/7, in a range of cutting edge formats, that promote and support learning and using new skill sets, will be the norm. Library services, like library materials, will need to be accessible 24/7 in a 21st Century library. Librarians will need to think about services as customer-centered and focused. Reference services in the 21st century will not be based on the librarian's knowledge and access to information, but the customer's starting point. 21st century customers are coming to librarians, not for answers to questions, but for new access points, or new skill sets. Children's and Teen services will need to incorporate skills for the 21st Century, including critical thinking, innovation, collaboration, information and technological literacy. To keep the copyright law, librarians and faculties on campuses should observe the rule while they put articles or chapters on their library server. Thus, licensing as opposed to sale become a new way in which permits the owner to maintain ownership and control while providing access to the contents to users. The librarians are responsible for handling the process of e-reserve on campus. Of course, there are conditions to be able to access e-reserve on the computer such as password, ID banner number, and course names. But these tools can not prevent ownership from illegal usage of knowledge property.
Specifically, the central and local governments authorities should provide adequate funding lo HILs library services if they are to deploy appropriate ICTs and play an active role in the provision of access to global information resources in their communities. These libraries need to be assisted to develop formal ICT strategy. In a survey by R. Ondari and C. E-Journals have great importance in libraries and amongst the library users. The present study has been undertaken with an attempt to information the usage pattern of open accessing electronic journals. The Profession students are mainly drawn from different parts of colleges in Tripura State. For that purpose, survey method has been adopted by the investigators, which comprises of administration of questionnaire, observation of the participants, and interview of some of the participants for knowing the opinion of the respondents in the respect of information of user accessing and troubles for accessing in open accessing electronic journals for their academic and research activities. The paper highlights the important survey findings in respect of user selecting pattern and accessing troubles towards the electronic journals.
