THEORETICAL FRAMEWORK AND RESEARCH METHODOLOGY

Introduction
The discussion of research methodology is an important part within the research project, because it has great influences on the overall research activities and thus to make good piece of research work with valid conclusion and recommendation in accordance with research aims, objectives and research questions. For example, Kothari (2004 p.05-06) has described that depending on the type of research, the research methodology helps the researcher to identify and explore key tools and techniques for the purpose of collecting different data and information. Data collection methods
Data collection both primary and secondary is an important part of the research project. If the researcher does not collect and gather appropriate and relevant data, he or she cannot make good piece of research report in accordance with research aims, objectives and questions. In this case, the researcher needs to consider some things within the data collection. The researcher has covered all of the relevant issues in the data collection methods within this chapter of research methodology.

Questionnaire design
The researcher has conducted semi-structured questionnaire survey for the purpose of collecting primary data and document review & analysis for the purpose of collecting secondary data from the case studied organization, such as JUPEM Negeri Sembilan. All of the research questions have been designated in such as way that reflected the overall research aims, objectives and research questions. The research topic is selected, the testable research question is developed, research on the topic is found, the literature review is completed, and a decision is made on the research design. Now, one of the most important steps in the research process to accomplish is the collection of data. Notwithstanding the research project and whether the method of research is whether qualitative or quantitative, data must be collected. Data collection is essential whether the method of choice is a mail survey, a telephone survey, an interview, an experiment, field research, or secondary data analysis. Data collection is an important aspect of any research study. Inaccurate data can impact the results of a study and ultimately lead to invalid results. During the data collection step, a significant amount of time, energy and attention are required. In order to ensure the data collection process is valid and successful, one should adhere to the four steps involved: (1) the construction of a collection data form which is used to organize all data that is collected; (2) the designation of the coding strategy used to represent data on a data collection form; (3) the collection of the actual data; and (4) entry into the data collection form (Salkind, 2012).
Researcher has responsibility to use the appropriate methodology based on the researcher’s knowledge in conducting the study. In this study, the researcher must use the method properly using equally sample, valid instrument and make a right conclusion.
The research process is a systematic approach that is carried out with a particular aim or purpose. However, in order to come up to a conclusion based on the objective of the research, the researchers collect a multitude of information that can be analyzed. This is a normal course of action that is applied to all research and evaluation projects, despite of the fact that research method involves a scientific method of inquiry or an evaluation based research or action research.

Overview: This section explains the research philosophy, the literature survey for this research, data collection technique, data analysis approach and the overall process of the research. It started by gather the general insights that were relevant to the research; derived the information into a research topic; brief explanation about how the research was conducted, how the data was collected through experiment, how the data was analysed and concluded.
There are two methods for data collection which are primary method and secondary method. The primary method include person who collect data through survey, interview, observation, and questionnaire. The advantage of doing the primary research method is that the person has a full control in doing research for specific information that he needs instead of doing a general research, and the disadvantage of the primary research is taking a long time to collect information and it may cost more; also the information may not be always achievable (Primary Research - Disadvantages, 2016). In general, there are several methods for data collection and the different data collection methods provided its own advantages and disadvantages (Sekaran 2003, p. 223). For carrying out the data collection, the appropriate methods should be applied. In the research, the data collection could be done through the interview, for example, face-to-face and telephone interview. To collect the data by using interview technique, the questionnaire is commonly employed as the instrument for gathering data, the questionnaire could be able to distribute by mail or electronic mail. In addition, the data collection could be conducted by observation of individuals with or without audio or video recording. In doing the research, the methodology must be appropriate so that the analysis findings could reach the objective. Research methodology proposed one procedure in order way to be follow to answer all the questions in the research that want to be made. Quoted by Denzin and Lincoln (1994), methodology is a process that related with research objective and data. In the others word, it is early research planning that include the research scope, data collection method, data collection process and data analysis method. For Ranjit (2005), methodology is one of crucial part in research, in order to ensure the research can be done in the systematic way Overall, this chapter will discuss on the research frame and the methodologies used in order to meet the research objectives. Research process been divided into three main parts there are preliminary research part, data collection and last one data analysis.
The aims and objective of this research is clearly stated in this chapter. The scope of study of this research was significantly mention and the limitation in carrying out this research is clarified. The details on research methodology will be discussed in chapter 3 while literature review for this research will be discussed on the following chapter.
Both qualitative and quantitative data were collected from the respondents. A questionnaire comprising of both structured and semi-structured items was adopted for the study.
To carry out the research, it goes through different process like research philosophy, research design, research approach as shown in fig 1:1
As stated previously in the research design section of this paper the data collection methods used were by using survey questionnaires, interviews, focus group interviews and observations.
Usually there are two main approach used in research and normally they are categorized as primary and secondary sources but in this research only secondary sources are to be used.
