In a report dated September 22, 2016, Ms Brown noted that while on the 7am to 3pm shift wards were observed to be in an loud and aggressive mood. A confrontation developed between Shanice Powell and Ashanti Grey over a pair of tights that was worn by Shanice which allegedly belonged to Ashanti. According to Ms Brown, Ms Swaby (staff) attempted to quell the confrontation and was verbally abused by Alicia Wright (ward). Noting that she was serving medication at the time of the incident, Ms Brown noted that when she heard the loud uproar she locked away the medication and went to the dining room where Ms Swaby and the wards were. Ms Brown reported that despite being verbally reprimanded for her action, Alicia resorted to flood the facility with buckets of water. She was again spoken to by Ms Brown who instructed her to clean up the mess she had made. Ms Brown further reported receiving a telephone call from Ms Reece (teacher) informing her that two wards had climbed the perimeter fence and had absconded. While speaking to Ms Reece on the telephone, Ms Brown reported hearing a loud uproar at the facility gate. Looking out she saw Ofay Foster, Sherissa Foster and Elecia Bromfield outside the main gate. Three men alighted from an unmark car and identified themselves as being police; they reportedly placed the girls unto the compound. Shortly after a police van from Stony Hill drove on the compound escorting Sangaria Fawks, Abigail Bucknol, Mishka Sands, Sydiann Jarrett and Brittania Desilver unto the compound. It was reported that the wards had absconded from the facility by climbing over the perimeter fence. Ms Brown reported that as the police van attempted to leave the wards they had brought back along with Amanda Brown, Valeisha Campbell, Dariann Davis, Annastacia Francis, Dameisha Mae and Alicia Wright stood infront of the gate refusing to move. It took the police forty-five minutes before they were able to exit the compound. Within this period Sydiann Jarrett and Ofay Foster were observed climbing over the perimeter fence. Ms Brown reported that after the police had left the compound all wards assembled under the tree in the yard ignoring the instructions of the staff. It began to rain heavily and the wards were instructed to make their way inside the facility which they refused.
