Operational Design and the Operational Approach is a process of iterative understanding and problem framing that supports commanders and staffs in their application of operational art with tools and a methodology to conceive of and construct viable approaches to operations and campaigns.” (JP 5-0, III-1). In the context of the Mediterranean/North Africa Theater of Operations (M/NATO), using the contextual background notes and material provided for this exam in Parts 2 and 3, apply operational design thinking as described in JP 5-0 chapter III to answer the following.

Operation Torch was a major operation conducted in the Mediterranean/North African Theater of Operations as part of the North African campaign during World War II. The U.S. President, Franklin D. Roosevelt supported the British Prime Minister believing this operation would prevent an invasion of Europe. In order for the Allies to achieve the desired end state they would need to establish reliable bases on the coast in the regions of Casablanca, Oran, Algiers, and Tunis. The purpose of this paper is to identify the uses and application of mission command within Operation Anaconda. Operation Anaconda took place in the Shahikot Valley of eastern Afghanistan in early March of 2002. The ground commander selected to lead the operation was Major General (MG) Hagenbeck of the 10th Mountain Division, and for the purpose of this operation, Coalition and Joint Task Force (CJTF) Mountain. Due to the limited number of troops under his command currently available in Afghanistan, MG Hagenbeck was given command in addition to one of his own organic battalions, the 3rd Brigade, 101st Air Assault Division, some Special Operations Force (SOF) units, and Coalition Forces. This paper will identify MG Hagenbeck’s, his staff’s, and higher command’s use of the mission command principles during this operation. The principles of mission command are accept prudent risk, use mission orders, exercise disciplined initiative, provide a clear commander’s intent, create shared understanding, and lastly, build cohesive teams through mutual trust (Mission Command, 2014).

Operational leaders down to the platoon and squad level have recently faced increasingly complex missions in uncertain operational environments. A few days after the victory at El Alamein, Operation Torch was launched which further ruined Rommel’s chance of victory in North Africa. The operation saw 120 000 strong Anglo-American troops land in Algeria and Morocco. This was significant in boosting the morale of troops showing that allied forces could co-operate and that allied forces can work together. With the introduction of the American troops came, the new war technology and weaponry, that had previously been in Germany’s favour.

Following their success in North Africa, the Allied decision to invade Sicily was an appropriate next step towards defeating Axis powers. Operation HUSKY, the first phase of the Italian campaign, supported the Allied strategic goals of opening Mediterranean shipping lanes, diverting German forces off of the Eastern front and encouraging Italy to exit the Axis. HUSKY resulted in Allied Forces securing the island, despite leadership failures and the ineffective coordination of joint functions at the operational level. A two part analysis of the Allied Force operational level joint functions during Operation HUSKY follows. The first will evaluate the joint function of command and control using the three attributes of mission command from joint doctrine: commander’s intent, mutual trust, and understanding. The second will evaluate the integration of two of the remaining joint functions using the definition of integration from joint doctrine.
The US Central Command’s planning for Operation Iraqi Freedom (OIF) was not the all-inclusive plan that joint operations require. Joint operations are no longer limited to major combat operations, but encompass a wide range of actions. Planning for joint operations requires input from many sources to produce a successful campaign plan to meet the desired end state. Operational design provides a concept and a construction framework that underpins a campaign and its execution. (JP GL13). Evaluating the planning process by using the operational design identifies some of CENTCOM’s shortfalls. US military planners’ lack of understanding of the operational environment led to an inadequately defined problem that resulted in a faulty operational approach. CENTCOM’s approach did not have the right assessment to gauge the effectiveness of the plan such as alerting planners when and if the plan needed modification. Current joint planning policy incorporates several of CENTCOM’s shortfalls in an attempt to provide a better planning process for future joint operations.
In order to develop effective solutions for complex military problems, the Joint Community within the US Military adopted the methodology of Operational Design in Joint Doctrine. This methodology addresses the concept of complex, ill-structured or “wicked” problems. In fact, Lessons Learned as a result of operations conducted over the last 15 years played an instrumental role in the continued development of this doctrine. Operation Iraqi Freedom (OIF) illustrates a perfect case study for evaluation utilizing this methodology. Therefore, the intent of this paper is to evaluate US Military campaign planning for OIF by using operational design as the framework for this analysis. First, this paper looks at how planners and commanders interpreted pre-invasion civilian policy guidance, their understanding of the current operational environment, and how these commanders defined the problem. Next, it identifies the strengths and weaknesses of the initial approach. After discussing this initial approach, this paper examines how commanders assessed the campaign and refined the approach – to include how the reframing occurred. Lastly, it provides examples of how these lessons learned shaped current joint planning policy and doctrine.
This paper provides an evaluation of the command and control and integration of joint functions associated with the invasion of Sicily, known as Operation HUSKY. The Allies achieved a positive outcome despite the fact that key leaders demonstrated ineffective command and control capabilities and poor integration. The paper will first evaluate the joint function of command and control, using the three attributes of mission command from joint doctrine: commander’s intent, mutual trust, and understanding. An evaluation of the integration of intelligence and fires joint functions at the Operational level will follow.
As stewards of our profession, commanders ensure that military expertise continues to develop and be passed on to aspiring professionals through operational development. It is during this developmental phase that Professional Soldiers put their knowledge and skills to the test. Operational Army units certify and recertify their Professional Soldiers through repetitive and realistic training events including the Combat Life Saver Course, platoon live fires, and exercises at the National Training Center. In the course of these challenging and realistic experiences, the Army’s operational units develop Soldiers and leaders prepared to maintain high standards, discipline, and operational readiness. Operational development and adaptability will continue to drive changes in Army doctrine, organization, leadership, and education as we enter the post-war era. Without this kind of development, the Army could not maintain a well-disciplined professional fighting force.

Furthermore, this paper will relate the causes and effects of essential elements critical to the tactical success and mission failure of Operation Ivory Coast. Ultimately, all contributing factors will coalesce into lessons learned from the operation that are still applicable to this day.
Operation TORCH is valid, well-conceived operational approach executing several decisive tactical actions to achieve the desired strategic end state. North Africa and the Mediterranean Sea are in firm control of the Axis. This prevents the British from using the shortest route through the Mediterranean Sea in accessing raw materials and Persian Gulf oil. The British are heavily dependent on imported oil. Therefore, the Allied want access to Persian Gulf oil and raw materials via the Mediterranean Sea. Furthermore, the Allied strongly believe control of North Africa from the Atlantic Sea to the Red Sea best achieves free use of the sea lines of communication (SLOC) via the Mediterranean Sea. The operational environment is the framework the military uses to define a how we will create a concept to defeat an enemy. To help paint the picture of the operational environment the Army uses the acronym PMESSII-PT. PMESSII-PT stands for Politics, Military, Economic, Social, Information, Infrastructure, Physical Environment, and Time . I do not believe there are one or two areas that can be focused on and have a successful outcome in combat. GEN David Petraeus stated, “there are no purely military solutions in Afghanistan.”1
1a. The primary strategic objective as outlined in the Directive for Commander-in-Chief Allied Expeditionary Force is to cut off the Axis supplies to Africa by means of the Mediterranean ports. The ports currently under Axis control include Algiers, Oran, Tunis, Bone, Philippville and Casablanca. These ports are currently held by French troops, who although under Axis control are considered friendly to the Allies.
As seen through today’s prism of operational art and design, the U.S. military’s campaign planning for Operation IRAQI FREEDOM (OIF) was not successful. This failure resulted from flaws in the planning process itself, and the conclusions that flowed from that process. The lack of adequate advance planning for Phase IV stability or transition operations proved especially problematic. This contributed directly to rising levels of violence in Iraq, and indirectly to increased public scrutiny of the war at home. Throughout 2006, the U.S. public, pundits and military planners debated the way forward in Iraq.
