Abstract
The key element in the project management is to manage the expectations of the stakeholder. This must be performed within the reach of the project’s scope. A scope document can be designed for this which will prove helpful for the stakeholders to understand what is to be expected during the progress of the project’s course. This project plan is a telecommunication project plan which will define the expectations of the stakeholders more professionally. This paper will provide guidance on managing the expectations of the stakeholders via project scope document.
Telecommunication Project Plan Planning is the most important aspect of a project. If there is no proper planning and strategic approach taken then the project will be doomed from conception. This plan is a brief plan mainly focused on the essentials of the project planning. In order to describe an effective and efficient means to improve and implement the telecommunication capabilities of the organization, this project management plan is designed. In order to develop and implement a good telecommunication system the plan will include telecommunications project manager and a key assistant who will help in the project.

Each member of the project management team must know their role and responsibilities, including which sections of the workforce they will be directly managing.
The project plan is a major planning from the entire planning process. But, project managers all over the world struggle with this problem of information or planning need in project management. The development of any project need to be closely linked to meeting defined business objectives and adding value to the organization. The benefits of a project should be well arranged at the beginning so there is clear leads to the success of the project. Software is develop to address an urgent need. The fact that the need is urgent helps to convince the company to dedicate time and efforts to addressing it. For the project engineers, an urgent need means that their work will be appreciated and used in the foreseeable future. And for the management of the company, it means that there is a clear way in how they need to execute things.
Project Management plan defines how the project is being executed, monitored, controlled and closed. The complexity and size of the project determines the level of detail for the plan of the project. The project plan should cover the following subsidiary plans: scope management plan, schedule management plan, cost management plan, quality management plan, process improvement plan, staffing management plan and/or human resource plan, communications management plan, risk management plan, procurement management plan and stakeholder management plan. The project will include the development of an inter-company network, which will have the capabilities of communication between each of the offices. Each location will have a network upgrade, which will be capable of handling the incoming and outgoing traffic, also the servers hardware will need to be upgraded and able to handle the increased workload.
Communications planning activities identify the appropriate level of communication for each project stakeholder, what information should be distributed and the frequency of communications. This plan should also include the vehicle of communications (email, face to face meetings, etc). The risk of insufficient planning could result in failure to accomplish key project objectives, duplication of effort, and reduced stakeholder confidence.
Project communication plan defines the generation and distribution of a project documents among project stakeholders throughout the project (Clements, 2009). Chapter one will introduce the project proposal by giving a small description of the project, stating the project problems and identifying the solutions to the problem. Chapter two will identify the background behind the project problem by identifying the problem history, the relevance of the problem, the occurrence and reasons behind the particular problem, whether the problem has been solved and what has been achieved, whether the problems has solutions that solve it or similar systems that do not have the said problem and finally, the possible improvements that can be done to solve the problem. Chapter three will summarize what the intended project proposal achievement. Chapter four will look at the elements and scope of the project by breaking it down into the procedure required to actualize the project and the required tools of engagement. This chapter will also discuss the challenges and issues to be faced during implementation of the project such as the type of skills and equipment needed. The deliverables will also be discussed such as the project report, prototype, program and model describing the products of the project in detail. This chapter will emphasize the intended contributions of the project, timeline and budget. Finally, the last chapter that is chapter five will discuss the conclusion summary of the entire project

It includes a variety of resources that come together to achieve a certain goal. As project manager it is imperative that he or she deliver the necessary results within the time limitation as well as within the allotted budget.
