Governors are the main political actors virtually in all states. The governor sets the agenda, determining which policy issues will be pursued and how the state budged will look. Like the president, the governor commands the lion’s share of political attention in a state, is generally seen as setting the agenda for the legislative branch. The governor is also the figure to most likely appear on television on a regular basis. The primary roles of the governor are those of chief legislator and chief executive. The governor must also serve the largely symbolic role of chief of state on an ongoing basis. Other roles include crisis manager, chief judge, chief of party, inter governmental liaison, and military chief. They can also veto state bills,
In the State of Texas, the Council-Manager form of government is preferred by all of the major cities, except for Houston who prefer the Mayor-Council form of government. Under the Council-Manager form of government, the voters are at the top of the hierarchical structure. In this capacity, the voters elect a small City Council, including a mayor, who is the presiding officer over the City Council. Although the Mayor is symbolically the “Head of State”, he or she is not the head of government. The Mayor and City Council have the authority to appoint four of the city’s government officials: the City Manager, the City Attorney, the City Clerk and the Municipal Judge (some cities elect this position). Moreover, although weak in this form of government, the Mayor has a vote on many issues impacting the city; however, lacks any type of veto authority (except in a few cities), which means that laws are passed by on a majority-rule voting system of the total City Council Members, meaning all City Council Members must vote in order to pass a law. Most importantly, the Mayor and City Council primary role lies in the establishment of a strategic vision for the city. Once this is accomplished, the Mayor and the City Council are responsible for generating a strong mission statement that aligns with a set of clear goals, resulting in effective government policy guidance for execution by the City Manager to run the city. Collectively, the Mayor and City Council hire the City Manager who has full management authority, to execute the Mayor’s and City Council’s vision for the city. However, a City
The governor is elected every four years by a plurality and holds many formal and informal powers including: the power to veto, control over the executive budget, and appointing new members for many boards, role as commander-in-chief for their respective state, and the duty to uphold and execute laws. A generation of modernization and reform has led to enhanced powers for governors. The governor’s most important powers for controlling the state government are the veto and executive budget. Governor Deal of Georgia utilized his veto power in order to strike down the campus carry legislation proposed earlier this year by the Georgia General Assembly. Unlike presidential vetoes, it usually is difficult for state legislatures to override gubernatorial vetoes. Similarly, the governors of some states, such as Georgia, possess the power to use a line-item veto. This veto allows governors to veto only certain parts of a bill rather than the entire bill. This power prevents legislation from holding a bill hostage. However, like the president, it is important for the governor to garner support from the public as well as other high-ranking officials such as the State Superintendent of Schools, members of the General Assembly, Board of Regents, etc. in order to maintain political clout. Governor Deal of Georgia often displays this such as in his decision to lower the number of state-mandated tests. The governors of today have tools and skills that assist them in controlling state government and guiding the state in the policy direction they think is

The Governor is familiar that many of the products sold in the USA were made in other countries but yet consumers continue to support this behavior. However, when the citizens became angry with the government that their tax dollars are being used to support him
The Nevada governor is the executive head of the entire state. Nevada has its own laws and constitution and the Governor is the individual who oversees after internal governance of the state. There are many different opinions on how much power the governor of Texas should have than other states. Some people debate on whether Texas government should have a singular executive instead of plural executive. There are pros and cons of having a plural executive model and at times they believe that it can be more democratic than the single executive model. The governor’s power is debated about whether or not they have not enough or too much power with governing the state of Texas.
State agencies submit their requests to the governor in October. Public hearings are held in February and March. The governor shows his or her proposed budget to the state legislature in February. The legislature adopts a new budget in May. A majority vote 2/3 of the Senate is required to pass a budget. The governor has line item veto authority. Line item veto is when an executive authority decides to nullify specific parts of a bill, usually a budget bill. The governor is legally required to submit a balanced budget proposal, but the legislature is not required to pass a balanced budget. The governor ultimately controls the budget. The legislative branch can oversee the executive by overturning votes on the budget, and also has the ability to overturn the governor’s line item veto or veto. The governor also has limited appointment power he has to have consent from the senate before he can appoint anyone. This gives the legislative branch an advantage; many governors have to consult with key legislators before making formal nominations. The confirmation process allows executive branch appointments to be used by legislatures to gain influence on governors and their policies. The governor also has to have majority vote to pass a budget nomination before the entire Senate body.
The most common Governmental figure in Texas is the Governor. This power is nothing more than that of a celebrity status. Although the Governor has the power to appoint independent boards and commissions, the senate has to confirm these appointments. This is called senatorial courtesy What is meant when this job is more like a celebrity is because of the Governors ceremonial roles as acting as Chief of State. This increases the Governors popularity and prestige, and broadens the image of the office. One important power or role that the Governor is responsible for is coordinating relations between Texas and other states. This can definitely be an important factor. For example, the need of federal aid during the time of an emergency can require the help of other states. The Governor also acts as the Chief Budget officer of the state. Even though the presiding officer presides over this office, the Governor does have some control.
First is the executive branch. The executive branch is often referred to as a “plural executive” because many of the offices in that branch of government are elected directly by Texas voters. The Executive Department of the State is composed of the Governor, the Lieutenant Governor, the Comptroller of Public Accounts, the Commissioner of the General Land Office, the Attorney General and the Secretary of State, all of whom are elected except the Secretary of State (who is appointed by the Governor). The current governor of Texas (48th) is Republican Greg Abbott, a former lawyer and former Attorney General. In order to be the governor of Texas, one must be at least 30 years of age, a US citizen, a registered voter, and must be living in Texas for at least the last 5 years. Being Governor is a 4 year term with no term limits and is a full time job with a salary of $150,000 per year. The Governor has powers including some law enforcement powers, some military powers, the title of “Head of State” who gives the State of the State Address, can appoint department heads like the department head of Park and Wildlife and Department of Transportation, and he
The Texas Constitution established a plural executive “in order to limit the power of the governor” (PowerPoint, 2). This form of government limits the power that the government has overall (PowerPoint, 2). “The Speaker of the Texas House of Representatives and the lieutenant governor are two of the most powerful political figures” in Texas politics (Textbook, 220).
“The office of governor was first established in 1849, replacing the succession of military governors that had overseen the territory since its annexation.” “A governor of California is an elected constitutional officer, the head of the executive branch and the highest state office in California.” How the California governor is elected by popularity vote that happens and they can be elected only two terms. “The qualifications of a California governor are: they may not hold any other public offices, engage in any lobbying, accept honorariums. The executive branch controls the National Guard , which act as the states’ military designed to protect their borders against all foreign and domestic enemies. Then there is the legislative branch that is comprised of representatives elected by the people of the state. This branch controls the state’s articles of impeachment, budget, initiates the tax legislations, and creates legislative laws to fix issues brought forth by the governor and/or the people. All the states, with the exception of Nebraska have a legislative branch comprised of a bicameral legislature with two chambers. These two chambers are the smaller upper house (Senate) and the larger lower house (House of Representatives), with the responsibilities of constructing state laws and fulfilling other state responsibilities such as the state budget.
