The social work profession is a profession that is created with educated professionals, social workers, which make important contributions to society by helping society’s most vulnerable individuals, families, and groups. Social workers assist vulnerable populations with enhancing their social functioning, meeting their needs, and solving problems. Social policies are a key component in the success of the social workers ability to help the vulnerable. “Social policies are the laws, rules, and regulations that govern the benefits and services provided by the government and private organizations to assist people in meeting their needs” (Chapin, 2014, p.2). Social workers must gain understanding of social policies and have the ability to analyze social policies to ensure that the social policies are created to successfully provide individuals with benefits and services that are effective. On the other hand, social workers must have the ability to identify elements of social policies that are ineffective in order to advocate for change that will change a policy from ineffective to effective. To effectively analyze a policy the analysis should focus on the essentials of the policies and programs including the policy goals, benefits and services, eligibility rules, service delivery systems, and financing (Chapin, 2014, p.186). In 1996, former President Bill Clinton signed the Personal Responsibility and Work Opportunity Act (PWORA), which brought reform to the welfare system. Under this act, Aid to Families with Dependent Children (AFDC) was replaced with Temporary Assistance for Needy Families (TANF). The enactment of this new program brought about several changes, including transferring the responsibility of welfare from the federal level to the state level, disentitlement to public assistance, and the implementation of work requirements to receive aid (Karger and Stoesz, 2014, p. 228). Social workers’ commitment to social justice means they want everyone to have a fair and equal opportunity to an assessment. In line with fairness, social workers should tell carers about their right to refuse an assessment as their permission, and not the person receiving care, is needed before the carer’s assessment can commence. In addition, social workers, bound by legislation regarding confidentiality and information sharing, must reserve the carer’s right to privacy whilst uphold their right to a fair hearing. This is achieved by only disclosing carer’s personal details to 3rd parties with consent, unless a safeguarding concern arises.
The intended consequence of the Child Abuse Prevention and Treatment Act (CAPTA) is to provide federal financial assistance to all states. The funding is for the establishment of effective programs that support the prevention, assessment, investigation, prosecution and treatment proceedings (Jeff, 2012). In other words, it is for the well-being and safeguarding of all children. However, there are unintended consequence too. For example, some children who suffer the effects of child abuse and neglect will still fall within the cracks of the system. According to the Institute of Medicine and National Research Council, (2014, p. 351) policy-affiliated research continues to be severely underdeveloped such as, mandatory reporting, child abuse record keeping, issues relating to constitutional rights and the use of family foster care as an alternative to traditional foster care. Due to these cracks thousands of children are affected annually.
CAPTA continued the efforts to rid child abuse through funding programs that not only assisted in providing knowledge with identifying and reporting cases of abuse, but also providing aid and helpful resources to the child victims. “The Promoting Safe and Stable Families Programs, Title IV-B subpart 2 of the Social Security Act, is a significant source of federal funds to help states keep children safe from maltreatment, allow children to remain safely with their families, and ensure safe and timely permanency for children in foster care.” (Program, 2011). Some days you ask yourself why you do the job that you do. Some days you ask yourself why you stay in the field that you’re in. Most days you ask yourself “Is it really all worth it?” On occasion, there are the days that you get your answer to all of those questions. From the domestic violence victim that is now divorced and happy, this is why you do it. Because of the foster child who is now adopted and loved by his forever family, that’s why you stay in the field. From the veteran suffering from PTSD and depression who also attempted suicide but now is healthy, happy and alive, yes it is definitely all worth it. These are just a few reasons why you love what you do. These are all the reasons why I choose to become a social worker.
My point view toward social workers before I started this class was that they were like superheroes. I think of social worker as superheroes because they fight for social injustice and they look for someone else well being .Everyone at one point in their life it gonna need a social worker. For example if your having problems at school you 're gonna get to see the school counselor. There are eight different types of social workers so whatever problems you might be having try to get a hold one of these superheroes.
My role while working with Sam is to be a teacher and an enabler. As a teacher I will be educating Sam about the benefits of joining AA and how it will help to better his life situations and to reach his goals. (Velten, 1996). I also will help Sam enroll himself in AA, which will help him to heal on not only a physical level, but also on an emotional level. It will also connect him to other resources and others that are experiencing some of the same struggles as he is. (Velten, 1996, p.105). I will also be teaching him how drinking can contribute to homelessness. (Polcin, 2016). I also want to have a discussion with Sam; about how his diagnosis of Major Depressive Disorder can impact his day-to-day life. (Wanklyn et al., 2016).
My understanding of the social work profession is that it is a helping profession. To me social workers help others in a variety of situations. Social workers help find and connect people with resources for food, rent, insurance, medical care. Social workers also do work fighting for social justice on the Micro, Mezzo and Macro aspect, working for individuals and family to making laws to help underserved populations. Social workers also provide education to clients for lots of reasons. Some social workers became licensed and help people with counseling that may be needed for things such as PTSD or anxiety.
The Child welfare Act of 1980 and the Adoption Assistance provide significant federal financial support for a broad range of child protective services. This includes developing reporting systems, investigation of maltreatment reports, family preservation, reunification services, foster care, and adoption assistance. These policies also aid in supporting the role of the social worker when it comes to improving basic case practice. Many people are driven to pursue a career in social work due to personal experiences that have led them to a desire to help others. Research studies were done that shined a light on the issue of child and sexual abuse that was largely quiet and unheard, similar to the small and innocent voice of a child. Briefly discussing major provisions in the CAPTA Reauthorization Act of 2010 includes, states eligibility and length of program involvement, monitoring how the funds are used, annual reporting, CPS grants, and State plans including laws (Child Welfare Information Gateway, 2016). Another recent and important policy implemented by the Federal Government is the Child and Family Services Improvement Act of 2006. This policy included, “a 5- year authorization, with $325 million for each fiscal year 2007-2011” and thus allowed “a broader array of services and activities and promotes more flexibility for States to design their programs accordingly” (Child Welfare Information Gateway, 2016). This paper will only highlight a minor portion of the vast amount of laws and policies passed by the Federal Government. The Federal Children’s Bureau has done an outstanding job passing laws to protect children, however, each State has the freedom to implement their own programs run it as they see fit and subsequently, some states have more efficient programs than other. I think kids have the ability even better than fashion designers to know when someone is poor. I worked really hard to not show anyone how much my family was struggling financially. Kids whose parents were on welfare often got mad fun of because of how they dressed. I remember being on free lunch at school and often bringing change extra so I could get slightly better food. My parents drove around one car that they shared and it was really beaten up. I used to be so embarrassed to ride in it. Everything they had were gifts or hand-me-downs from their parents. I did not need for everyone to tell me we were poor, I lived it and knew it.
Unfortunately, in this world of advancements, numerous social issues have escalated to a great extent. Amongst them, child exploitation, abuse, and improper protection to children over the world are one significant dilemma to mention that have augmented over the years. This issue is not limited to one state or county, rather, has become an issue across the globe. Many factors such as lack of education, socio-economic issues, poverty level and so forth have become the leading causes that make a child more vulnerable to such problems (Lawrence, 2004).
On the first page of Keith-Lucas’s, So You Want to be a Social Worker he makes note of how Christianity and social work share a lot of the same values, because of this the practice of social work can be viewed as a form of ministry. For example, most social workers, no matter their religion believe that all people have worth, and see a great importance in the showing of understanding and kindness towards them. Through my studies in APS 101, at Redeemer University College, I have learned that social work was brought up by the Church; I never knew of this relationship. This new knowledge makes me eager to learn more about the field, and the ways in which I can use it to serve not only my neighbors, but God himself, through its missionary characteristics.
