Harrisonburg, VA is an independent city fully located within the borders of Rockingham County. Founded in 1779, Harrisonburg has prided itself on its beauty as well as its politeness. Nicknamed as “the friendly city”, Harrisonburg is commonly known for its developing downtown district, James Madison University and Eastern Mennonite University (About Harrisonburg, 2014).
Due to a number of different factors, the population of Harrisonburg-Rockingham County has steadily increased since the 2010 Census (QuickFacts, 2010). Although beneficial for economic development, the rise in population has been accompanied by a rise in the community crime rate. As a result, the Rockingham-Harrisonburg Regional Jail is currently extensively overcrowded and has been for some time.

The Town of Dayton is one of the oldest settled communities in Rockingham County, and is the County’s second oldest incorporated town. The Dayton area was first settled in the mid 1740s. Settlers located along Cook’s Creek because of an abundance of water and fertile land.
In April of 1861 with Virginia 's secession from the Union, Richmond, in Central Virginia, was named the Capitol of the Confederacy. The Confederate government moved the capital to Richmond. The move Just confirmed the state new identity and to make sacred the rebellion by connecting it with the American Revolution. Most important however hundreds of factories, whose output were nearly the amount that the rest of the Confederacy were bringing with them. As capital of the Confederacy, the city’s population soon grew.

The Hampton Roads of Virginia boasts of numerous tourist attraction sites, like the Virginia Beach Oceanfront and the Military Aviation Museum. Like other areas in the US with tourist sites, however, the Hampton roads area is devastatingly plagued with homelessness. According to the Union Mission Ministries, there are approximately 1800 homeless people in the Hampton roads area alone. There is not a single panacea to solving the issue of homelessness; several multifaceted approaches can be adopted to help reduce the number of vagrants on the streets.

George A. Porterfield engaged in one of the first land battles of the war on June 3, 1861 (Wolfe 9). Philippi was a strategic town, south of Grafton, and the Union forces determined to control the region and drove the Rebel forces back to secure an early victory in the war. As a result of the Union victory, Rebels were denied access to the Baltimore and Ohio Railroad, which hurt their efforts in the western regions of Virginia, while Union resolve in western Virginia was strengthened. Such a victory brought great political strength to region of western Virginia, consequently weakening the political hierarchy of eastern Virginia. Unmoved by the Union victory at Philippi, eastern politicians sought to secede from the Union. As a result, they crafted the Virginia ordinance of secession and had the political numbers to annul the ordinance at the Wheeling Convention. Moreover, the convention named eastern politician Francis H. Pierpont as Virginia governor after the federal government and state government offices at Richmond fell vacant (Sullivan 159). The “restored” government of Virginia took control, but the political differences between the western and eastern Virginia had only just begun.
