2 To address the concerns raised at the Chamber of Commerce meeting the chief should provide specific details over unionization, roles and responsibilities of the union, and roles of agency management when working with the union. Police seek union membership for several reasons, “ better pay, better benefits, and improved working conditions” (Hodges, 2020) are some of the most common. Union bargaining has led to changed policies such as the time between a critical incident and when an officer completes their report. (Swanson et al., 2021) In the collective bargaining process, members of the union negotiate with the city council. Collective bargaining is negotiation between members of the union and an employer over issues of wages, work conditions and benefits. (Swanson et al., 2021) Any issues which these parties are not able to agree upon would be handled using a neutral third-party mediator or arbitrator. As the chief, it would be counterproductive to engage in these negotiations. In the past, unions have used several job actions to express their dissatisfaction for the state of negotiations. These job actions are work stoppage, work slowdown, work speedup, and a vote of no confidence. A work stoppage is where employees would essentially go on strike, this occurred in the Boston Police Department in 1919. (Britannica, 2023) Due to this laws have been enacted to prevent the strike of public safety employees and language is often included in any working agreement. A work slowdown is when union members take less enforcement action to reduce city revenue to encourage decision-makers to take swift action or encourage a more favorable decision. A work speedup is when union members take more enforcement action in an attempt to encourage members of the public to voice their frustrations to decision-
