Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act (USA PATRIOT Act) – October 26, 2001 (n.d.).
The purpose of the Patriot Act was to provide law enforcement, national defense, and intelligence personnel with enhanced and vital
new tools to bring terrorists and other dangerous criminals to justice. The Act “takes account of the new realities and dangers posed by modern terrorists. It will help law enforcement to identify, to dismantle, to disrupt, and to punish terrorists before they strike” (2004). I believe the legislation to be effective at reducing terrorism against Americans both home and abroad. “As of May 5, 2004, the Department has charged 310 defendants with criminal offenses because of terrorism investigations since the attacks of September
11, 2001, and 179 of those defendants have already been convicted. The removal of the “wall” separating intelligence and law enforcement personnel played a crucial role in the Department’s successful dismantling of a Portland, Oregon terror cell, popularly known as the “Portland Seven” (2004).
USA PATRIOT Act Improvement and Reauthorization Act of 2005. Signed on March 9, 2006 (n.d.).
“This legislation reauthorizes all expiring provisions of the USA PATRIOT Act, adds dozens of additional safeguards to protect Americans' privacy and civil liberties, strengthens port security, and provides tools to combat the spread of methamphetamine. The reauthorizing legislation provides essential support for our efforts to protect both Americans and the values that Americans cherish.
This reorganization would bring together under one umbrella the attorneys from the Criminal Division's Counterterrorism and Counterespionage Sections and the attorneys from the Office of Intelligence Policy and Review (OIPR), with their specialized expertise
in the Foreign Intelligence Surveillance Act I believe the legislation to be effective at both, preventing terrorism and improving the safety of U.S. citizens. “The Patriot Act Has Accomplished Exactly What It Was Designed to Do - It Has Helped Us Detect Terrorist Cells, Disrupt Terrorist Plots, And Save American Lives. The Patriot Act has helped law enforcement break up terror cells in Ohio, New York, Oregon, and Virginia.
It has also helped in the prosecution of terrorist operatives and supporters in California, Texas, New Jersey, Illinois, Washington, and North Carolina”

Foreign Intelligence Surveillance Act (FISA) Amendments Act of 2008, effective July 10, 2008 (n.d.). The purpose of the FISA Amendments Act of 2008 modernized the Foreign Intelligence Surveillance Act of 1978. “The FISA Amendments Act of 2008 allows intelligence professionals to more quickly and effectively monitor terrorist communications, while protecting the civil liberties of Americans” (USDOJ, n.d.).
I believe the FISA Amendments Act of 2008 to be effective at both, preventing terrorism and improving the safety of U.S. citizens. It “
ensures that the intelligence community has the tools it needs to determine who terrorists are communicating with, what they are saying and what they may be planning. It also provides critical authorities that allow the intelligence community to acquire foreign intelligence information by targeting foreign persons reasonably believed to be outside the United States. It preserves and provides new civil liberties protections for Americans. As well as requires court orders to target Americans for
foreign intelligence surveillance, no matter where they are, and requires court review of
the procedures used to protect information about Americans. And it provides critical liability protections for companies whose assistance is necessary to protect the country from terrorist threats” (USDOJ, n.d.).
