PURPOSE
.
This Boat Operator’s Handbook (BOH) provides technical orientation,
performance characteristics, and basic operating procedures for the 47FT MLB.
It also
standardizes boat outfit, storage, and equipment layout.
2.
DIRECTIVES AFFECTED.
None.
3.
DISCUSSION.
This BOH contains information necessary to safely operate the 47FT
MLB.
The operational capabilities, limitations, and emergency procedures are clearly
stipulated.
The fittings, outfit list, and physical characteristics of the boat are described in
detail.
4.
DISCLAIMER.
This guidance is not a substitute for applicable legal requirements, nor is
it itself a rule. It is intended to provide operational guidance for Coast Guard personnel and
is not intended to nor does it impose legally binding requirements on any party outside the
Coast Guard.
5.
MAJOR CHANGES. None.
6.
IMPACT ASSESSMENT.
No impact assessment warranted.
7.
ENVIRONMENTAL ASPECT AND IMPACT CONSIDERATIONS.
a.
The development of this BOH and the general guidance contained within it have been
thoroughly reviewed by the originating office in conjunction with the Office
Environmental Management, and are categorically excluded (CE) under current
USCG CE #33 from further environmental analysis, in accordance with Section 2.B.2.
and Figure 2-1 of the National Environmental Policy Act Implementing Procedures
CGBOH 16114.47
2
and Policy for Considering Environmental Impacts, COMDTINST M16475.1 (series).
Because this BOH contains guidance documents that implement, without substantive
change, the applicable Commandant Instruction and other guidance documents, Coast
Guard categorical exclusion #33 is appropriate.
b.
This BOH will not have any of the following: significant cumulative impacts on the
human environment; substantial controversy or substantial change to existing
environmental conditions; or inconsistencies with any Federal, State, or local laws or
administrative determinations relating to the environment. All future specific actions
resulting from the general guidance in this BOH shall be individually evaluated for
compliance with the National Environmental Policy Act (NEPA), Department of
Homeland Security (DHS) and Coast Guard NEPA policy, and compliance with all
other environmental mandates.
8.
DISTRIBUTION.
No paper distribution will be made of this BOH.
An electronic version
will be located on the Office of Boat Forces (CG-731) Portal site:

Question 3. The purchase price of a natural gas-fired commercial boiler (capacity X) was $181,000 eight years
ago. Another boiler of the same basic design, except with the capacity 1.42X, is currently being considered for
purchase. If it is purchased, some optional features presently costing $28,000 would be added for your
application. If the cost index was 162 for this type of equipment when the capacity X boiler was purchased and
is 221 now, and the applicable cost capacity factor is 0.8, what is your estimate of the purchase price for the
new boiler?
Hint: Use both indexing and power-sizing methods.

Suppose that a certain fraction of the power produced by a 350 MW coal plant
is offset by wind power. Assume that when the coal plant runs at its constant rated
power it has an efficiency of 37%, but that when it needs to be ramped up and
down to compensate for the wind power variations its efficiency is reduced by
according to e=0.37 -0.00001p², at what p the efficiency is maximum?

Another boiler of the same basic design, except with the capacity 1.42X, is currently being considered for purchase. If it is purchased, some optional features presently costing $28,000 would be added for your application. If the cost index was 162 for this type of equipment when the capacity X boiler was purchased and is 221 now, and the applicable cost capacity factor is 0.8, what is your estimate of the purchase price for the new boiler?
