Section 1—Policymaking at the National, State, and Local Levels Instructions: Complete the table below by comparing how public policies are created at the different levels of governance within the United States. To differentiate the nuances of policymaking, the CDC’s Policy Process Framework has been used in this table. Provide an explanation within each cell of the table—at least one to two sentences in length. Policy Process National Level State Level Local Level 1. Problem Identification Assessment of issues that affect the United States population as a whole. Assessment of issues that affect a particular states population as a whole. Assessment of issues that affect a city, town, community, etc. Within a particular state. 2. Policy Analysis How the issue affects population health uncles and overall health, the economy, resources, etc. Evaluates how the issue affects specified state jurisdictions via monitoring processes. Identifies the issue, mitigation strategies, and conducts research to create policies.
Policy Process National Level State Level Local Level 3. Strategy and Policy Development Creation of a policy implementation that addresses mitigation of the issue for adoptiton through federal government channels. How the proposed policy will meet the needs of the state and mitigate the issue. Icenties stakeholders and develops engagement strategies. 4. Policy Enactment The proposed policy is either adopted/approved, modified, denied, or vetoed by the legislature. The state legislature vote on whether or not to adopt the policy. Local government officials such as mayors, city council members, etc. vote on whether or not to adopt policies. 5. Policy Implementation Input by the states is needed to to gain input, insight, data, and support for the proposed policy. State level agencies provide input, implement guidelines and regulations, and oversee gathering pertinent data. Establishes policy guidelines, mitigation strategy goals, and possible outcomes on the population. Section 2—Planning Advocacy with Strategic Thinking Tools Instructions: This section will involve a strategic-thinking tool called stakeholder mapping. Please review the following resource for a complete explanation on completing a stakeholder map: Plack, M. M., Goldman, E. F., Scott, A. R., & Brundage, S. B. (2019). Systems Thinking in the Healthcare Professions: A Guide for Educators and Clinicians (see pages 46–52 particularly) Since you will be completing stakeholder maps, you might ask, “Who are the stakeholders?” When completing each stakeholder map (per level of governance), consider the stakeholders relevant to legislative support in policy development. Remember, this is a broad analysis—and as such you may be referring to categorical positions (e.g., Chair of X committee) rather than specific persons or entities. Additionally, you will want to select a specific state and specific county within the United States (for the local level), as stakeholders may differ among states and varying locales.
