Nicole Liggiero SOC 318 7-2 Journal February 23, 2024 An Act Creating A Next-Generation Roadmap for Massachusetts Climate Policy was signed into law by the governor on March 26, 2021 (Commonwealth of Massachusetts, n.d.). It
mandates that the EEA Secretary establish interim emissions limitations and sector-specific sublimits every five years. The 2030 emissions limit must be at least 50% lower than the baseline emissions from 1990; the 2040 emissions limit must be at least 75% lower than the 1990 level; and the 2050 emissions limit must achieve at least net zero statewide emissions from greenhouse gases; however, in no case may the 2050 emissions level exceed 85% of the 1990 level (Commonwealth of Massachusetts, n.d.). It further states that the emission limits and sublimits for 2025 and 2030 must be adopted by July 1, 2022, along with the publication of a detailed plan outlining how those limits would be reached (Commonwealth of Massachusetts, n.d.). By the deadline, EEA will create and complete the 2025/2030 CECP in accordance with the new law. Simultaneously, the Interim 2030 CECP's strategies, policies, and actions are being carried out by the Administration. In order to achieve Net Zero emissions by 2050 and meet our aggressive interim emissions reduction targets, we must move forward with policy implementation while keeping up with our planning (Commonwealth of Massachusetts, n.d.). Since 2012, the EEA has been holding meetings of the GWSA Implementation Advisory Committee (IAC) to receive advice on greenhouse gas reduction initiatives from a main public entity (Commonwealth of Massachusetts, n.d.). Land Use and Nature-Based Solutions, Buildings, Transportation, Energy, and Climate Justice are just a few of the Work Groups that are part of the IAC. The 2030 CECP was developed with the assistance of the IAC and related Work Groups in 2019 and 2020, who provided policy suggestions and guiding concepts(Commonwealth of Massachusetts, n.d.). Particularly, the Climate Justice Work Group submitted memos on August 7, 2020, and February 26, 2020. The GWSA's policy evaluation criteria as well as these suggestions and guiding principles were taken into account when developing the 2030 CECP's policies (Commonwealth of Massachusetts, n.d.).
