Larnell Reflection 5: Federal, State, and Local Control The role of the federal government regarding public education is to ensure high quality education for all K-12 students. Their responsibility is to protect the civil rights of students and provide the resources that they need. States, communities, and public and private organizations all contribute to schools and colleges. However, if we narrow down the role of federal government, we can see how it is impacting urban schooling negatively. According to the Ted Talk, Lizeth Rameriz argues that the problem lies within the state funding formula. The federal government has control on how the school funding is distributed, and they pick school districts that follow strict guidelines given. They use a process known as average daily attendance. ADA is a total number of students who are in attendance each day of school year for the entire school year divided by the number of instructional days. This formula is used to promote equality in big and small schools, by funding and giving resources. However, there is a dollar gap for low- income students and the schools do not receive the full amount of money per student that they should receive. Therefore, certain school guidelines such as ADA can be a disadvantage to school districts that are economically low. Since public funded education is not written into the U.S Constitution, State has control of public education. This includes controlled funding, and how schools are situated, and who is the head of these schools. School choice is an example of local control because if a student has the option to pick a school based on their need then that is an advantage. Students who come from unprivileged neighborhoods and low resources do not have those same options. All of these factors are significant to this national issue because at least one third of students are not receiving 100% of academic resources.
