Describe the historical context of the policy in 2–3 sentences. o The goal is to concisely point to an important historical event for context rather than conduct a deeper historical analysis. Identify the population the policy serves. According to O'Connot (2001), Clinton launched his campaign on a pledge to restructure the welfare system, hence PRWORA was introduced as a result of Clinton's influence from conservative political and ideological viewpoints. The conservative political and ideological positions included reducing reliance on welfare programs, lowering the number of unmarried women getting pregnant and giving birth, and promoting the establishment of two-parent families. The ideologies and viewpoints offered arguments for why the welfare system in place before to PRWORA was ineffective and needed to be altered in order to establish a functioning society because the previous policy produced slackers. The conservative political and beliefs included reducing dependency on welfare programs, lowering the number of unmarried women with children, while encouraging the establishment of two-parent families. The ideas and viewpoints offered explanations for why the welfare system is in place before to PRWORA was ineffective and needed to be altered in order to establish a functioning society because the previous policy created idlers. Explain how the policy aligns with or does not align with the social work mission and values. Social policies are implemented with the goal of assisting a specific population. "The profession of social work's main objective is to assist in addressing basic human needs and empowering weak and oppressed people" (NASW ,2023). PRWORA was created to encourage parental independence as well as the importance of personal responsibility. Since our practice of providing services is governed by policies and we are entrusted with enhancing a person's well-being, this is in line with the social work mission. If the client is willing to do so, social workers are dependable professionals who inspire, empower, support, advocate for, and help individuals better their way of life.
Explain how society’s perception of vulnerable or marginalized populations relates to the development of this and other policies to address poverty Over time, changes in social welfare policy are brought out through how the public perceives those who receive assistance and how they use it. According to O'Connot (2001), the conservative view of those receiving benefits from welfare programs was that they engaged in premarital sex that resulted in unintended pregnancies, were not motivated to work and therefore were lazy, and did not make an effort to maintain their marriages. Overall, it appears that the conservative viewpoint of what America ought to look like, as opposed to what is wrong with America and how its citizens are struggling to live up to certain societal ideals, was what drove PRWORA.
