CITY OF GREENVILLE POLICE DEPARTMENT MEMORANDUM DATE: March 23, 2023 TO: The Mayor of Greenville FROM: Susan Fellows RE: Criminological Support Role I will be providing the support of a criminologist to the Greenville Police Department. The main objective of this initiative by the Greenville Police Department is to use data and theory to help guide their decision regarding how property crimes are addressed in the city and determine the best course of action for their department. The purpose of this memorandum is to provide an overview of what my roles and responsibilities will be while providing criminological support to Greenville. I am going to provide criminological support to the city of Greenville. Criminology means that I will use data from established research and try to come up with the best way to combat the higher crime rates that Greenville is having. By bringing in criminology, it allows research done in the past and present to be used in coming up with a plan to help combat crime in Greenville. Hiring a criminologist will help to identify crimes and when they are of social inequalities, leading to change and a more progressive social system. Criminologists can give a different outlook on crime and criminal behavior by using statistics to help improve the overall community crime rate. Criminologists can gather and decipher more information and help create a plan to combat crime. Criminologists can also recommend crime prevention and criminal rehabilitation with the data they capture. Criminologists use specific theories and information gathered from your community to provide you with the best possible outcome for combating crime. Criminologists will look at your community's data and then determine patterns and other information that can help prevent future crime. Criminologists will help create a better policing policy by building confidence and trust in the police force. I was contacted by Executive Director Brayden Usoro, seeking guidance and recommendations to determine if community-based policing strategies would effectively combat the rise in crime. Director Usoro has asked me to coordinate with you on implementing a plan consisting of criminology research to help build up community-based policing ideas. Working together with you, the mayor of Greenville, and John Todt, the police chief, will ensure that the direction and control of the research which can best fit the city of Greenville. We can help Chief Todt manage

his departments and implement community-based policing policies. With the research and expertise of Chief Todt, we can help to develop programs that will help with the reduction of crime in the community. We can offer training ideas for the 168 sworn officers working with and in the community to combat crime. It is essential to have the proper information and training to implement community policing strategies. I was informed that Susan Flores, Captain Mike Bixbey, and the part-time crime analyst would also be available to cooperate with us to implement the recommended strategies. My goal is to provide the best research and criminology support to Greenville. I want to request access to resources and information. The data collected by your recorded management systems (RMS) and the computer-aided dispatch would be critical to help identify crime patterns. Crime mapping systems in your department would also help create more substantial information to support our efforts. Data mapping systems will create a more accurate visual between the police and civilians. Community minute meetings and arrest records will help to establish a more focused report on what is happening in the community. The information shows a recent unemployment increase due to a significant closing of auto manufacturing plants. No new businesses have been attracted to fill those jobs, and since then, the murder rate is up by 5.7%, illicit drug use is up by 27.1%, and property crimes are up by 62.7%. The population of Greenville is roughly 67,000. It is essential to calculate which demographics are being affected. Race, sex, sex gender identity, income, ethnicity, and education level can all give insight into the recent rise in the crime rate. This information can show us who and what situations are being affected by the increase in the crime rate, so we can focus our efforts where they are needed most. Community policing can create a change in the way police and citizens interact daily. Community policing can also change the way police go about their daily duties and incorporate their interaction with citizens. The citizens of Greenville will be encouraged to help take control and focus on the community's concerns and goals. Civil meetings will help with this change for the better of all the community citizens. This will allow citizens to feel more a part of the community and be able to offer help to the police officers by giving the police more information about things they see and hear in the community. Community-based policing will affect not only police officers and citizens but prosecutors, judges, probation and parole, and even neighboring communities, schools, and public works departments. To ensure that community policing is successful, partnerships must be created to work together in a proactive system. I will encourage all organizations, groups, schools, and others to work together through the information gathered in the criminology research to provide the best outcome for Greenville citizens.
