Ethics codes provide us with general conduct standards in which professionals are expected to adhere to. These standards are used to form a sense of unity and agreement within professional organizations. When I think about ethics, I believe it should be simple, but in reality, ethics are complex with multiple layers. Ethical codes are important to use as a guideline for acceptable behavior, but an ethics code will not be able to guide me with every situation. Because of this, it is important that I have my own personal sense of ethics and values. My ethical practice is based on my own values, cultural and religious beliefs, and practices. I tend to be a “heat of the moment” person. Ethics are important because I need a place to turn to when my personal feelings and emotions are clouding judgment.
As mentioned in the BACB Ethical Guideline, behavior analysts are responsible for informing clients about evidence-based that might be beneficial. It is our job to recommend scientifically supported most effective treatment procedures, which will have both long-term and short-term benefits to not only the client but also our society. If a client is interested on beginning a treatment that has not been scientifically proven to be effective, it would be my job to recommend evidence-based intervention that have been shown to be effective in similar cases.
Federal employees may be subjugated to a lot of different duties while employed. There are times where employees bring into question if the policies and practices that are being employed are really ethical. Unfortunately, there are certain circumstances that may prevent a person from questioning these policies and practices in fear of losing their job, or worse. One former federal employee stood up to question such policies for the wellbeing of the potentially innocent. Dr. Frederic Whitehurst took a stance against the Federal Bureau of Investigation and the Department of Justice as a means to make reform.
Since 2010, integration has been the vanguard initiative of the Office of the Director of National Intelligence (ODNI). This initiative has been successful in several areas to include: the creation of National Intelligence Managers (NIM) for all primary geographic regions and functional areas; enhanced transparency; and the focus on the negative impacts of over classifying documents. However, not all efforts to integrate the intelligence community (IC) have been successful. For instance, the ODNI did not succeed at creating a comprehensive sharing environment, and has not fully integrated federal, state, local, and tribal law enforcement agencies. Although, these failed areas of integration can be mitigated in the future through the appropriate initiatives taken by the ODNI.
This specific federal agency continually focuses on the importance of information sharing; it is committed to ensuring that all levels of law enforcement and those on the front lines have this information available (Homeland Security, d). This information gathering/sharing relies on using Joint Terrorism Task Force (JTTF), preventing and combating serious crime agreements (PCSC), and agreements to share information on lost and stolen passports. DHS also works closely with the FBI to increase sharing of information with partners. Serious misconduct amongst law enforcement officials at multiple levels has come to the forefront of pertinent issues facing the United States of America. This issue is widely covered by the media and is a major concern of our citizens. Recently, the competent and professional service that federal law enforcement officials provide has been overshadowed by unsavory incidents. These incidents remain in the collective memory of the people, thereby, harming the reputation and potential effectiveness of these agencies. The harmful decisions of a few officials in agencies, such as the FBI, DEA, Border Patrol, and Secret Service, are absolutely damaging to the careers of effective, dedicated law enforcement professionals who protect and serve our communities. The Judiciary Committee is pursuing improvement in the review and enforcement of rules in the aforementioned agencies. The allegations made against law enforcement officials are to be further investigated and disciplinary procedures will be readjusted to allow the integrity of the agencies to not be harmfully represented again.

Since DHS’s creation it has worked diligently to keep the United States safe from terrorist threats. The department has worked through various challenges coordinating all the agencies under its domain, reporting to congressional committees and working with the Public. One of the main challenges DHS faces in the balance between the need for national security and the need for individuals’ privacy. It is clear that DHS is doing their job, there have been no terrorist attacks on US soil since its creation. The levels of cooperation DHS has achieved with state and local agencies, and the private sector is astounding, which has created a true Homeland Security Enterprise. There is a raging debate on where exactly the homeland security should be placed in the US structure, and whether it should be under the Department of Defense, the criminal justice, or it should be a joint effort of every American citizen. To answer this question, it is important to consider the scope of the activities carried out under homeland security.
The “need to know” system is an outdated and inefficient way of sharing information, both within a single agency and when it comes to interagency cooperation. The “need to share” system is a much more logical way to go about disseminating intelligence of all variations. The “need to share” system theoretically mandates the interagency sharing of information that is pertinent to national security , and operational success, thus paving the way for much more efficient operations between the Department of Defense, Department of Homeland Security (DHS), as well as other federal law enforcement and intelligence agencies. If I were in charge of the DHS I would put into effect a long term interagency liaison program, that would be aimed at the sharing

Working as a CBP officer we encounter a variety of cases relating to smuggling humans, drugs and weapons, when an officer is present with these different scenarios we have to handle them accordingly. This requires our ethical standards to always be meet and surpassed. As a CBP officer we deal with people on a daily base and treating people with respect is apart of the job. These people coming to the border want to be recognized and treated fairly. Being ethical and having a high character is not just important, it is an inner standard that you hold yourself too. Ethical behavior in the White House has been a topic of interest since the latest President of the United States has taken office and begun appointing people into positions of power and influence. From a principle based ethical approach we will take the view that sometimes the correct path is determined not by the consequences but by certain standards or duties. This stance means that the ends do not justify the means like the utilitarian approach does. Principle-based decision-making relies on a set of time-tested principles, such as honesty, respect, equality, fairness, and courage that can guide a person in a position of power in dealing with some of the morally ambiguous situations such as corruption, abuse of power, conduct on and off the camera and general treatment of the civilian population.
The 9/11 incident crippled the American economy and its impact is still felt at present times. Following this tragedy, a commission was initiated by President George W. Bush and the congress to investigate the reasons behind the bombing and provide recommendations to help avert such occurrences in the future. Therefore, this paper discusses the impact of making the US border more secure, the rationale behind replacing the "need to know" with the "need to share". Moreover, the paper highlights the DOD's role the role in border and coastal security, its relationship with the Department of Homeland Security and how DOD supports civil authorities.
