Evaluate the Evaluation Chapter Eleven There is no set way to evaluate an evaluation process, however, if several aspects are taken into consideration during the process, it will lend itself to a more structured accountability process. The first thing that should be examined is the evaluator, what qualities, degrees, and/or background knowledge do they possess. Next, a decision should be agreed upon about what needs to be reported of the evaluation: “Was the report in a clear and concise format? “ “How was the report intended to be used?” are jus a few of the questions that should be examined before evaluating the evaluation instrument. Another important aspect of evaluating the evaluation is ” how will it affect the stakeholders involved
The outcome evaluation process consists of a six stage model. The first stage is to build agency commitment and to clarify expectations. The second stage is to build agency capacity to measure the outcomes. The third stage is to identify the outcomes, indicators, and data collection methods. The fourth stage is to collect and analyze the outcome data. The fifth stage consists of improving the outcome measurement system. The sixth and final stage consists of using and communicating the outcome information.
Response: The current evaluation process is performed twice a year and is recorded and measured by the CEO/Executive Director of the organization. Since the organization is relatively small the Executive Director sets up performance measures with all employees and meets quarterly to ensure goals and objectives are pursued and completed. The actually performance evaluation is done twice a year in July and December.
According to Howlett, et. al., there are four types of evaluations (Benchmark Evaluation, Formative Evaluation, Summative Evaluation and Impact or Outcome Evaluation.) My organization has opted to utilize the Benchmark Evaluation type. Howlett, et. al., describes the Benchmark Evaluation as follows, “before you begin your work, you must document the current situation so that measurements taken during and after project implementation can be compared to the starting point.” (Baseline) (p.124)

I don’t think that the expert’s comments are adequate for the administrators to fill out the rating form correctly since a product should be studied by all the major stakeholders for a complete rating. Internal customers (Employees), External customers, Users, retailers, distributers everyone should give their ratings and feedback to the product so that the real utility and product standing can be known in contrast to the competitors. Also, most of the administrators might be biased or convinced to rate Excellent so, the expert’s recommendations will not be sufficient to get most of the administrators to fill out the rating forms properly. Because of this rating it will not going to improve ability and skills of secretaries and clerks.
Implementation and Evaluation - Depending on the methods employed,this can be a lenghty process.However,in order to determine whether it has achieved its objectives,and if not to identify further problems that need to be resolved,it is vital to monitor the success of this stage.
Since the action plan is currently in the beginning phase, evaluation will deal with the plan’s structure and process, rather than its outcomes. Therefore, it will be a formative evaluation which can be also described as process evaluation; because it will focus on the ways of implementation and relation of programme theory with actual operations (Morra, 2009). Moreover, the evaluation will be comprehensive and inclusive enough to reflect all the concerns and developments in the member states. The evaluation will employ mostly qualitative and marginally quantitative methods to collect data, because the action plan is still in implementation phase and has not produced its outputs. The function and purpose of audits and evaluation programs are to ensure that periodic, formal review occurs such that program implementation and budget can be informed. The audit and evaluation process serves to provide information to the teams responsible for execution of those programs regarding their results and work quality. It is essential that the audit and evaluation program procedures result in new information and do not duplicate previous efforts. Essentially, the audit and evaluation programs should answer questions that have not been fully answered by other analysis or that are essential to a long-term view of performance and that facilitate the ability to gain an objective view and independent perspective with respect to the results and quality of the programmatic efforts ("Foundations for Success," 2012).
