English is regarded as the most widely spoken language in the world. Besides it being the official language of most countries, including Nigeria, it is also one of the most compulsory subjects in the secondary school curriculum, thus an excellent grade or at least a Credit is required by students to pass to the Senior Secondary School and then on to the University, Colleges of Education or Polytechnics. As several Nigerian students and other individuals nowadays are keen on living, working or studying abroad, English Language is the dominant subject to pass in international qualifying examinations for example; TOEFL (Test of English as a Foreign Language), TEFL (Teaching English as a foreign language) and IELTS (International English Language Testing System). In such exams, the students are thoroughly tested in Comprehension, Listening, Speaking and Writing. Hence, it plays a major role in Education. And in a country like Nigeria, which is made of diverse ethnic and sub- ethnic groups, it is a valuable means of communication between people of different tribes. There can be several different reasons why an English Language Learner can have troubles comprehending the English language. Poverty can play a huge role when in explaining why many English language learners have the troubles in mastering the English language. The State testing has varied throughout the years, along with the degrees of assessments and progress. Teachers also need constructive feedback to properly assess their own progress. The increase prescription of ADHD medication can also be a factor. Programs like SLADI in effect that pulls ELL’s from mainstream classrooms to focus on advanced grammatical structures of the English language; all in which, have been unsuccessful in aiding the student to acquire mastery within the English language domains of reading and writing. Comparing a personal experience I had dealt with wasted school year time, regarding an ELL student, involves a teacher being out of touch with her student and giving inappropriate leveled work. All of these issues work hand in hand. The ultimate goal is to teach literacy and to reach proficiency within the English language.
As this research is a case study, the participants of the study were chosen from the students of the Department of Foreign Language Education (FLE) at Middle East Technical University (METU).FLE students at METU are generally graduated from teacher training high schools. In high school, they are usually taught English very well. However, the English lessons in high schools are commonly based on grammar and reading skills. Introduction/background information: Susanna Chao is fourteen years old, of Asian ethnicity, English is her second language but she does not require any English Language Learners Programs. She did attend preschool at ages three and four. Susanna’s home life seems stable. However, it is not that of a typical living situation. She lives in an apartment with her mother and grandmother. She has two younger siblings, a sister and a brother. Susanna has attended several different schools in her life, primarily elementary schools. According to past teacher comments and grade reports, her grades have suffered due to tardiness, absences, and lack of engagement in subjects that don’t peak her interest. She has, however, improved her grades in reading, language arts, science, technology, and social science. Her teachers in extracurricular classes comment about her being a joy to their class, and being eager to learn from them.

The new English and EAL study design received most intense debate as they are the only primary core units that are compulsory for every VCE students. While local educators proposed for a more practical approach to the new English/EAL curriculum with stronger emphasis on speaking, reading and creativity in students’ use of the language instead of focus on essay based text response and final exam. However, state policy makers prefered to remain the strong academic focus in the new curriculum and ensure all students reach a certain level of academic standard through SAC (school assessed coursework) and final exam. This essay will discuss the essence of a good curriculum and then compare those two different approaches by review a number of academic literature in order to discuss similarity, strength and weakness of both approaches. The last part of this essay will discuss how the new EAL curriculum balance between the two style of approaches and potential implication teachers and schools can draw from the implementation of new EAL study design.

Teaching English Language Learning students have become the talk for schools across the nation during the past decade. As of the 2010-2011 school year, English Language Learners made up 13% of student population nationwide (Hill, 2012). As our nation grows in population, the diversity of our nation grows as well. English Language Learning students are entering into our schools, struggling to fit in, and struggling to understand the topics being taught. Due to this ongoing issue, research strongly supports the need for English Language Learners to develop a rich oral academic language as a pre-cursor for reading and writing proficiently in English (e.g. August & Shanahan, 2006; Fillmore & Snow 2000; Saunders & Goldenberg 2010; Saunders & O’Brien 2006; Walqui; 2010; Williams & Roberts, 2011). As Diaz-Rico states, reading is an essential skill. Children, who do not learn to read in elementary school, enter secondary education as severe under achievers and are at risk for dropping out (Diaz-Rico, 2010). With English Language Learners (ELL’s), reading comprehension skills are extremely important to learn early in a child’s academic life, because every subject in school is based on comprehension. Although teaching ELLs is not an easy task to teach, there are so many comprehension strategies a teacher can use to help an ELL student succeed.
