The Strategic Planning Process

Mission Statement

In many organizations, the first step in strategic planning is the creation or updating of the agency’s strategic philosophy (Garner, 2005). This is typically completed by reviewing or creating a mission statement. Many variations of mission statements exist and vary from agency to agency. Most mission statements will contain one or all of these five elements: 1) Purpose, 2) Vision, 3) Strategy, 4) Values, and 5) Standards (Wilkinson & Monkhouse, 1994).

An agency’s Purpose is the explanation for why the law enforcement agency exists and to whom the organization aims to benefit. Its Vision is the ideal future state of the agency at some point in the future. An agency’s Strategy is the operating rationale of the agency. Its Values are a set of beliefs that are the foundation of the organization’s management style and ethics. Finally, an agency’s Standards are the behavior guidelines and policies that steer an organization’s operations. The best agency …show more content…

The top categories of people participating in the strategic planning process were: police administrators (99%), police officers (87.5%), civilian employees (76.2%), and community organizations (49%).
