The latter mentioned rules are very essential to perform as protector of the consumers ' rights and interests. Although the relationship in the telecom marketplace seems to be bilateral between the service providers at one side and the small and end-consumers at the other side, but still the nature of this relationship remains very much influenced by the powerful party namely, the service providers. So there is a vital necessity for a protecting mechanism in favor of the consumers which so far has been fulfilled by ex ante rules. In regard to this fact, in case of deregulating the ex ante regulations, what substitutes this protection toolkit for the consumers ' interests against the poor and low quality services and outcomes in the telecom sector?
