This article provides the audience with an adequately clear and convincing stance to explain what public policy is, and other academic literacy related to public policy, which included some famous theories. The main theme of this article is that public policy is intricate and no scholar can analyze any policies with one particular theory or model. In addition, the author argues that the public policy is multidimensional and it influences every citizen’s life profoundly.

Policymaking is a political process which is affected by various social and economic factors (Hofferbert, 1974) and media systems play an integral role in shaping the social context in which policies are developed. Through the media, citizens learn how government policies will affect them, and governments gain feedback on their policies and programs. This paper is a review of chapter’s one (1), two (2) and three (3) in Thomas A. Birklands (2016) fourth edition regarding policy process. The reading attempts to define and show what is meant by policy process, how government, politics and the public are intertwined, problems that are associated with the policy process and how we address the problems. All three branches help to develop and uphold laws and guidelines impact healthcare policies. In addition to the three branches of government, others also participate in creating policies and guidelines, such as the Professional Associations and Ethic groups, they provide influences when it comes to creating and passing laws (Trumanlibrary, 2017).

Public policy is a statement that defines the procedures of an institution for the achievement of consistency in decision-making. It is the result of a political process, which involves enacting laws and regulations to enable the addressing of public concern in a constitutional manner. The first two lectures, the introduction to policy making and agenda setting, gave a good background to the topic and laid a good foundation on which to discuss more specific issues. The policy triangle and the basic policy making sequence both were easy to understand and gave a good overview of this complex process. The further discussion of agenda setting opened my eyes to the importance of deciding what even makes it to the table to be discussed. The three government branches separate the power so it is not a concentrated government. There is a legislative branch, an executive ranch and the judicial branch. The legislative branch is also known as the Congress. Congress is in charge of making the laws for our country. Congress is made up of the House of Representatives with 435 members and the Senate with 100 members. The judicial system is made up of the judicial court full of supreme rulers and judges. They are in charge of interpreting the laws and determining how they are applied today according to the Constitution. Lastly, the executive branch is composed of the President and the Vise President. The president not only runs the country and plays an important role in making laws, he is also in charge of enforcing the laws that are created and passed through the other two branches. He also chooses experts to lead as his cabinet or advisors. The laws that are created must go through a series of “checks and balances” (Midkiff, personal communication, July 2, 2011) to be approved for release. This is the system that keeps laws from being passed without proper review. (This information is strictly from the notes given in class.)

In this paper I will be discussing how our class came to a consensus on our policy analysis framework. To understand what we are attempting to accomplish, you need to understand the denotation of policy analysis. Policy analysis is a technique used in public administration so individuals can evaluate and scrutinize policies. Policy analysis is not only limited to policy’s that are already enacted, policy analysis can be used to analyze perspective policy’s. There are already a handful of policy analysis frameworks available for use. These include: Chambers 2009, Gilbert and Terrell 2009, Popple and Leighninger 2004, and Dobelstein 2003. Many of the frameworks are heavily influenced by the work of Eveline Burns, who was prevalent in the 1940’s and 1950’s. While these frameworks would have been suitable to use for our analysis our class chose to create our own framework to help with analysis. In these next few paragraphs I will explain how and why we chose what we did.

The basic duty of the legislative branch is the fact that the members of this branch create the laws. The legislative branch consists of two houses of Congress through a system called bicameralism. This system is comprised of two chambers called the Senate and the House of Representatives. Both of the houses contribute to creating and deciding what will become laws.

Government policy can be described as the declaration that defines the objective of the priorities and goals of the government. Since these policies outline the rules, role, and procedures, they develop a framework in which the government and its citizens can carry out their specific duties. The public policies are created by all governmental levels and target the entire population or particular groups. The process of developing these policies involves the engagement of governmental officials and citizens. On the other hand, politics of government provide the platform for the development, establishment, and implementation of public policy. Therefore, the politics of government are the platform with which public policies are adopted and implemented.

This has been in my thoughts as I’ve been drafting my way into my own dissertation ideas. My background in critical social studies means I am very familiar with building arguments, so some of this uncertainty is expected. AT the moment, I know enough to say I am on the right track with my research ideas and know that public administration, and public policy in particular, is the right field for me.. However, I also feel rather critical of the policy process literature. It has been claimed, “public administration exists to realize the governance of society” (Raadschelders, 1999, p. 288). Yet, what society believes policy to be, and for whom, changes over time and across place. I feel at this moment public policy in the United States will change dramatically and I worry that our field is ill equipped to deal with these changing views of policy. Consequently, most of my underlying thoughts and reflections have been on understanding how can we adapt to this changing atmosphere.
