The members of the board of directors have to illustrate their leadership skills when they develop the vision. They have formed their vision about child development differently than other school systems. They have to share the vision to their staffs, students, and communities in a successful way. In addition, the director boards have to motivate their staffs to follow the vision and achieve the organizational vision. Meanwhile, the director boards also have to defend their vision about child development from people who belief the test scores represent the future of children.

The reason for it is because the measurements of the successful education are different based on personal opinions. Some people will use the test scores to measure the successful of the education; others will use the development of children to measure the successful of the education. If the test scores is one of the methods to measure the success of educational programs, YMCA probably will not meet the qualifications of success. One of the strategies for youth developing is to set up Y school model within partner schools. This strategy is designed to prepare the children for better academic, health, and spiritual growth. However, if comparing the Y school model with charter school systems, the Y school model is probably not design for preparing the test scores. Based on the report of Fleisher (2013, August 27), the charter school run by Harlem Children’s Zone has prepared its students by frequently give practice exams. Most of the parents complain that this method only prepare the students to become test takers. At the end, the children get use the tests, and do not feel it was a big deal when the real exams
The leadership team at New Horizon Academy is a strong and consistent team, as the company has only had two CEO’s in the 45 years that the company has opened (K. Hillyard, Personal Communication, September 18, 2017). In addition, most of their board members have been with New Horizon Academy for over 20 years (K. Literature states that leadership is displayed as a persistent and positive activity (Fitzgerald and Gunter, 2008 cited in Siraj-Blachford and Hallet, 2014, pg.9). According to Rodd (2006), early childhood practitioners need to be effective leaders to make sure their roles and responsibilities are carried out effectively. Although leadership can be learned or developed, it is important that all individual gains access to professional training and opportunities to practice, refined and broadened (Rodd, 2006). Therefore, the importance of leadership and implementation to the setting is recognized by all Early Years Leaders. Leadership can be displayed as a process in which one person, usually it is the leaders role and responsibility to set the purpose or direction for one or more other persons. Then later on gets them to move along together with him or her and with each other in that direction with competence and fill commitment. (Jacques and Clement, 1994, cited in Briggs and Briggs, 2009). Siraj-Blatchford and Hallet (2014) adds that leadership is also known as a process for personal and professional learning and development; organizational change and improvement. A top priority of the board of trustee is to act in the best interest of the institution for its students, the community, taxpayers, and other stakeholders. Some boards miss the mark of achieving excellence due to complacency or inherited dysfunction (Eadie, 2001). Organizations and leaders are more successful when they have clearly outlined goals and objectives. This has been a very large part of the current success of the charter school. As a board we have been able to define and include in the charter application what the goals and objectives for the school are. After reading through the Louisiana Principal 's Teaching and Learning Guidebook and the Compass Leader Rubric, I learned that setting ambitious data-given goals and providing support to teachers is important in the future success of schools. The Louisiana Guidebook was created to provide direct support to principals in a way that best supports their efforts to lead the schools ' student success. As a leader, in order to be an effective decision maker within a school, you must be able to understand student performance results along with the school performance score. After analysis of data, school leaders must identify areas of need, set goals, and take responsibility for the growth of their educators and students within his or her school. School leaders must facilitate and support staff use of data to identify and prioritize students ' needs to set goals individually. SLT 's and learning targets must be written and aligned to those goals. It is the school leader 's responsibility to monitor progress towards the goals and assure that everyone stays on target.

In this context a primary administrator has the power to assign tasks and monitor progress while also controlling the distribution of positive or negative performance based incentives.
