Titrant is a liquid substance, whose concentration is known, while titrand is that substance whose concentration is not known. Titrant is taken in burette to add drop wise in titrand taken in conical flask with or some times indicator which represent the completion of reaction between titrant and titrand. 

We have to measure the volume before starting the titration process, then as the titration completed, again we have to measure the volume of titrant, because the difference between starting volume and final volume used in analysing the actual amount used in titration of titrant by titrand or during neutralisation reaction between both.
