The heat pump with coefficient of performance 1 will not really be a heat pump. The main example for it is electric heater. The heater will convert completely the electrical energy to the heat energy without taking any heat from the cold reservoir.
The other example for the heat pump is if we rub hands together, this will produce heat equal to the work done, without taking heat from the cold reservoir or the surroundings. Therefore, it is possible to make a heat pump with a coefficient of performance equal to 1.
