Program plan:

• Define the method “completeToLevel()”,
  • Check whether the integer is less than “1”,
    • If it is true, throws an exception named “IllegalArgumentException”.
  • Assign the value returned from the parameterized method “complete()”.
• Define the parameterized method “complete()”,
  • Check whether the level is less than or equal to the integer,
    • If it is true, check whether the root is null,
      • If it is true, set the root of the tree.
        • Assign the value returned from the method “complete()” to the left child of the root.
        • Assign the value returned from the method “complete()” to the right child of the root.
  • Return the root.
