How would an individual prioritize the competing claims on the water from Lake Lanier and who should allocate the scarce water
Concept introduction:
In 2007 summer, unprecedented drought conditions brought city of Atlanta (Georgia) running out of water. Most of the water comes from the Lake Lanier, which is created by the Army Corps of Engineers by damming Chattahoochee River. Georgia petitioned to reduce the amount of water released downstream but Corps refused by citing its obligation under ESA (Endangered Species Act) to protect the habitats of a species of sturgeon and mussel. Objections were also raised by Florida and Alabama for water shortage.
