Venus is not a star but a second closest planet from the Sun in our solar system. Stars are located farther away in Milky Way galaxy but Venus is located within our Solar system. Stars has their own light while planets only reflect light from the Sun.

Venus is referred as the morning and evening star because it can be observed shining just before the sunrise in the east for few months and just after the sunset in the west for other months. This happens due to change in orbital position of Venus.

It is visible from Earth because it is close to Earth than other planets and it is also the brightest astronomical body after Sun and moon. It does not twinkle but glows with a silvery light.

It is never possible to observe Venus in the sky throughout the entire night from central United States because it is only a morning and evening star. Thus option (c) is correct.
