There is a horizontal force due to the pressure of the water acting on a sectin of the dam having a width of 1 ft (into the page). The verticle force represents the weight of a 1-ft width of section. Find the resultant of these two forces and locate the point where its line of action intersects the base AB of the dam. This point should fall within the middle third of the length AB. Does it?
