Cilia and flagella consist of filaments with an assembly of centrioles with basal bodies. Flagellum is composed of filaments of microtubules with a link formed from the protein dynein which connects to the central wheel structure. Cilia are also formed of microtubules which are connected through the protein nexin and dynein.
