The static frictional force between two surfaces is sometimes less than the normal force.

Introduction:
Friction is defined as the force that resists the sliding of one object past another. Static friction (fs) is the force that is preventing sliding. This static friction can be overcome by pushing the object with sufficient force. This is called the maximum static friction, fs,max. The value of fs,maxdepends on the normal force, n; that acts perpendicular to the two surfaces and on the properties of the surface in contact.
Here μsis the coefficient of static friction which depends on the properties of both surfaces in contact.
Typical values for the coefficient of static friction are less than one. But there are some exceptions in which the coefficient of friction has a value higher than one. Therefore, according to above equation, when μsis less than one, static friction is less than the normal force. And when μsis higher than one, static friction is larger than the normal force.
Conclusion:
The static frictional force between two surfaces is sometimes less than the normal force.
