Introduction

Crime rates fluctuate based on how often crimes are reported, and where the police are focusing their attention. A sociologist might say that the gap between crimes committed and crimes reported is changing, rather than the crime rate itself. The availability of resources to communities would also slow the increase in the crime rate even in times of recession.
