Describe the roles and responsibilities of the Municipal Emergency Control Group
In accordance with the Emergency Management and Civil Protection Act (EMCPA), Ontario
Regulation 380/04 establishes municipal standards. The Municipal event Control Group
(MECG), a team of government representatives charged with coordinating the delivery of crucial
services required to lessen the impact of the event on the community, will be in charge of leading
and managing the emergency response.

Directing, organizing, or supervising the evacuation of residents.

Establishing plans for the termination of utilities or services offered by public or
commercial entities, such as gas, rail, and highway traffic.

Securing the essential services and tools from local organizations, such as private
contractors, businesses, volunteer organizations, and service groups.

Deciding whether to inform or ask for assistance from various other governmental levels
and any relevant public or private organizations.

Deciding whether volunteer appeals are necessary and whether more volunteers are
needed.

Establishing whether extra transportation is needed for an evacuation, the movement of
people, or the delivery of goods, and helping to make arrangements.

Ensuring that the mayor swiftly forwards important emergency information to the
emergency information coordinator.

Notifying the organization, service, or team working under their supervision that the
emergency has been resolved.

Participating in the emergency's post-debriefing discussion.

Explain how emergency management is organized in Ontario. Give examples of the role and
responsibility of each group.
Emergency management is organized through a structured framework involving multiple levels
of government and various agencies. The primary responsibility lies with the provincial
government. Following is overview of the structure and roles and responsibilities of each group.
1.
Provincial level
Fire marshal and emergency management
Responsibility- charge of organising Ontario's emergency management activities. It is
crucial in creating emergency management policies, plans, and procedures.
Ministries and agencies
Responsibility- During emergencies, the Ministry of Health oversees managing
medical services and supplies as well as the delivery of healthcare.
Ontario provincial police
Responsibility – of law enforcement, traffic control and disaster response in case of
emergency.

Municipal level
Emergency services- First responders who can react quickly in an emergency
include local police, fire departments, and paramedics. In an emergency, they
offer support right away and work with other organisations in a coordinated
manner.
Municipal emergency management program- responsible for creating the
emergency response teams, conducting risk assessments, and implementing
emergency plans.

NGO’s nongovernmental organization
Such organisations as the Canadian Red Cross play a crucial role in times of
catastrophe by offering home healthcare and food assistance to those impacted.
