2 Abstract A state air Permit by Rule (PBR) evaluation for a painting operation facility is a requirement and law by the U.S Environmental Protection Agency (EPA) for any Organization wishing to operate a painting facility. Similarly, in Alberta Canada, the same applies to facilities that impact air quality through air emissions, are often required to follow an Air Monitoring Directive, (Province of Alberta, Environmental Protection and Enhancement Act (2022). The facility must therefore, compliance with state and federal air quality laws. To achieve this process, the paper will outline the general consideration that must be reviewed to meet the requirements. An evaluation of the planned painting operation against the PBR requirements and guideline from the state must be in compliance with the air permit criteria, and also consider the materials and chemicals to be used in the facility. Also the maintenance of safety data sheets. When the appropriate documentations are completed a Permit by Rule for a Paint Facility will allow the facility to be constructed and remain open. A Permit by Rule (PBR) Evaluation for a Painting Operation Facility General Considerations for Operation A permit by Rule evaluation requires the client a vehicle interior coating paint booth in Alberta, Canada to manage all its air emission by designing an interior coating spray painting system that allows the interior of each unit to be coated. The general consideration for operation is for compliance to the Alberta state and federal guideline and requirements for air quality by aligning the painting operation facility. The Alberta regulation require the facility to have an air permit before construction starts ( National Fire Protection Association – NFPA 33, 2021) . Understanding the operations for compliance, it is important to evaluate the planned painting operation against the PBR requirements to meet the air permit criteria which addresses indoor and outdoor air quality, along with the facility emissions.
3 Human activity and the aerosol concentration in the atmosphere contributes to tropospheric extinction (Godish, Davis & Fu, 2014). As a contracted engineer for the client Mazin Painting facility, obtaining all required information concerning the company will be a priority to setup the project. Once all information is collected, completing the process to obtain a PBR will follow next. This facility is concerned with controlling the anthropogenic emissions based on the chemicals used in the painting process in the booth. Filtration and ventilation system will keep emissions low as a control method based on the appropriate SDS . The information is presented in the table and will determine the requirement that must be met in the document for the air permit application.
