1. Brief summary: This should be one or two sentences. Your goal should be to make clear to the reader what policy change you are supporting, even if they don’t read anything else in your document. 2. Policy problem: Provide a brief description (about 1 paragraph) of policy in this area as it exists today (a.k.a., the status quo). Properly cite at least one source, such as a government website or a news article. Then describe why the status quo creates a problem (economic, social, or political) that needs to be solved. 3. Policy proposal: Describe your proposed policy change in more detail than you did in the brief summary. Explain how it will work as a solution to the problem you laid out in the previous section. 4. Target decision-makers: What public officials have the authority to make the change you’re proposing? 5. Strategy and tactics: What can you do to try to convince these decision-makers to make the change you’re proposing? What would be your message to them, and how would you communicate it?
