NCO development has evolved by utilizing the Army Profession of Arms, NCO Education System (NCOES) and the NCO Professional Development System (NCOPDS). These programs addresses the need to better define and optimize the development of a noncommissioned officer for the United States Army, The strive for development of the NCO Corps came about as a result of the NCO 2020 study done through the TRADOC Institute, it provided the Army with plans intended to strengthen and certify professional competencies and technical skills. Throughout the many changes the world has experienced since the end of the Vietnam War, the Roles of the Marine Corps Non Commissioned Officer have remained the same. NCOs continuing to lead, train, set the example, and ensure Marine Corps standards are followed has contributed to the overall success of the Marine Corps. It is clear that one of the most important parts of the USMC is the role of the Marine Non Commissioned Officer.
Some believe training is as important as education. Army Doctrine Training Publication ADP 7-0 Page 2 paragraph 7 states, “Units train in garrison and while deployed to prepare for their mission and adapt their capabilities to any changes in an operational environment. (Headquaters, Department of the Army, 2012)” This simply means training is never complete. As a leader in the Army, NCO’s must seek new areas in which to train their troops. Proper education in these areas allows for them to receive proper training in whatever subject they are focusing on. For instance, when the Global War on Terrorism started in 2001 the Army began training soldiers for urban combat. Had the Army attempted to force the war to be fought in ways that were no longer compatible with the terrain of the modern battlefield, the battles would have been more costly for American troops.
An NCO in my eyes is first most a leader, someone that has his soldiers back, there to protect and defend them, mentor them, and guide them into being NCO's themselves one day. As an NCO you need to be able to share your knowledge with younger soldiers, teach them the ways of the Army, let them not only learn from their mistakes, but from the ones we have made along the way as well. An NCO needs to be able to trust in his soldiers, but more importantly, soldiers need to be able to trust their NCO's. How can a soldier follow us into battle if they cannot trust us with the smaller things? The NCO 2020 strategy changes the way we educate and train our Soldiers. The educational model used by the military in the last decade was the Noncommissioned Officer Education System (NCOES). The previous promotion system that the Army had in place was designed to support an Army at war. Prior to the height of the war in Iraq and Afghanistan, the Army mandated that soldiers attend the appropriate level of Non-commissioned Officer Professional Development (NCOPD) course before the soldier could pin on the next rank. As the Army goes through demobilization, the Army is seeing more of a garrison style of leadership come full circle, realizing that NCO development supports combat readiness long-term. With changing and improving weapons system and equipment, soldiers of 2020 will need to be at a higher level of readiness than ever before. It must commit to placing emphasis and value on the training, education, and experiences individuals obtain in the operational, institutional, and self-development learning domains. The U.S. Army has made leaps and bounds from where it first began and leading up to the twentieth century. “In the mid 1900’s many leaders in the Army still felt that development was done through the means of on-the-job training, and that that is where it should stay.” (www.ncohistory.com) This was about as far from the today’s system of STEP as you could possibly be.
The situation in today 's Army is clearly much different from what existed years ago. Many changes have occurred, moving the Army 's EO program from a strictly educational and training initiative to a multifaceted management program with clear goals and objectives. These goals and objectives are also an integral part of human relations and are nurtured and developed through a professional military education system.

An NCO, Non-Commissioned Officer, is better known as the backbone of the Army. They are the ones who are supposed to exhibit exemplary behavior at all times, for all of the junior soldiers. Soldiers, who have not yet reached the rank of NCO, look to the example of these seasoned soldiers. It is extremely important for the NCO to be at the right place, at the right time, and in the right uniform. By performing this type of leadership, an NCO can prove their ability to execute at least one of the many things a soldier is expected to do. All NCOs should be aware that they are always visible to others, not only Officers and Senior NCOs, but also by Junior Soldiers and even civilians. As NCOs we must take pride in ourselves and be the absolute best we can be at all times. Being on time demonstrates a readiness and willingness to work.
The Creed of the Noncommissioned Officer states, “No one is more professional than I,” “I will strive to remain technically and tactically proficient,” and “All soldiers are entitled to outstanding leadership; I will provide that leadership.” As America transitions from a nation at war to a nation at the ready, it is imperative as noncommissioned officers, that we remember those responsibilities set forth in the creed in which we live by as we forge our next generation of soldiers and leaders. It is necessary for military professionals to take the time to study military history, for it aids in not only their personal success but also in the success of the mission at hand. When one understands past failures and the causes, they are able to better wage what necessary actions must be taken to achieve success. Also knowledge is power. The more information a NCO has, the greater ability he has to make decisions which will allow him and his team to operate in a more safe and effective manner. By combining past success and failures with personal experiences, a NCO is better equipped for quick and effective decision making.
