This scenario is very complex and requires a very sensitive and dynamic approach in order to decide whether to approve the building of an e-waste recycling facility or no. Definitely all the sides, city official, company representatives and the society, need to communicate with each other in order to come up with the correct conclusion. There are a issues in this scenario, however, I believe that in contains problems of only one of three risk challenges. I think this situation primarily involves problems of ambiguity and here is why. In this case we see that both sides are sure about the scientific part of the risk. The main concerns are based on different views of the future and basic beliefs and values of the company and the society. There are several instruments that can be used in order to solve the ambiguity risk problem. However, I believe that only two methods are applicable in this particular case. The first instrument to solve the ambiguity problem that I chose is the citizen consensus conference. I believe that it is the right instrument since it lets independent citizens to study the risk issue and provide a decision or recommendation at the end of the process. I believe that this instrument involves a fair treatment of citizens, due to several reasons. First reason is that independent citizens are given the opportunity to come up with their recommendation. Second, is that the equal amount of men and women, as well as social class, age and political preference people are required for the citizen consensus conferences. Third reason is that these citizens are enabled to learn the material about the risk and then they have a change to share their ideas and thought with the members of parliament, as well as to hear what these officials have to say to them, too. Chosen citizens are also able to share their ideas and points of view with politicians and experts of this issue. I believe that society’s decision should be the final one, in the issue like this, where the building of some facility
If a risk has been identified then it needs to be acted upon so as to minimise the level of risk involved. If this is not done then there is a higher level of risk and more chance of a negative outcome.
The purpose of risk assessment is not to remove risks, but to take reasonable steps to reduce them. The process involves looking at the risk, and considering what can be done to make it less likely that the risk will develop into a reality. This can be done through implementing policies and codes of practice, acting in individual’s best interests, fostering culture of openness and support being consistent, maintaining professional boundaries and following systems for raising concerns.

exposure. All municipal activities should be evaluated and facilities inspected. Court decisions and legislation that affect municipalities must be reviewed. Insurance and risk management publications should be studied for the latest information on loss avoidance. Attending courses on risk management may prove beneficial.The importance of the human element cannot be overemphasized when identifying risks. Asking employees and supervisors for their input because they are in the best position to identify risks. It is important to communicate with people in other municipalities who are involved in risk management that might have faced and solved a similar problem in the past.Obviously, a great amount of guesswork is involved in risk identification, and some potential losses may be overlooked. However, by making a conscientious effort, the most common losses can be reduced or perhaps totally avoided (Marcus, 1986).
They are concerned about the company’s profitability and stability, which affect the ability of the company to pay salaries and provide employee with benefits. They may also be interested in its financial position and performance in regards to their career development opportunities.

The facility would contain an office area for the Sustainability Supervisor, a paid employee of Mercer University who would be responsible for the recycling and sustainability efforts at Mercer University. They would oversee interns responsible for maintaining and updating the website as well as student workers who would sort recyclable materials. It would be outfitted with three computers, office furniture, and a solar compactor. Collected recyclables would be taken to that facility to be sorted, compacted and housed. With the creation of a sustainability office, we would be able to increase the amount of recyclable waste that could be stored on campus and simply take the material to Atlanta, directly, after it was capable of filling the truck. This would decrease the amount of trips taken downtown to the Macon recycling center and increase Mercer’s independence in the sustainability movement.
Importantly, the quality of the risk assessment is dependent on the quality of the information available. Sometimes the client’s situation requires urgent actions, and a complete assessment is not possible (Bland et al., 2009, p. 144).
The average resident produces seven and a half pounds of garbage every day that is buried down in landfills and litters lands costing a great amount of money. Nowadays, people face no more critical trouble than the need to save the weakening environment, mainly in urban areas, where solid wastes are uselessly dumped. It has been observed that cities have no controlled structure for garbage disposal. Each year, millions of dollars are spent picking up litter and more is thrown away in valuable materials that could be recycled. As humanity develops new technology and equipment, the level of waste increases every day. Recycling is an essential part of reducing the amount of waste filling up landfills. Recycling materials cannot only reduce waste but pollution as well. Unfortunately the typical recycling programs such as curbside pick-up and recycling centers require significant commitment from the public to be successful which generally leads to low participation. However there may be a solution to the problem. The pollution prevention and reduction program suggests the use of materials recovery facilities. Materials recovery facilities sort out recyclable materials from other waste products such as compostable items. By sorting out the waste at one central location more items get recycled and waste is reduced without public participation. A recent article by Wang (2010) suggests, “The installation of materials recovery facilities (MRFs) can be an alternative solution to the problem of low participation of voluntary household and curbside recycling in fast-growing cities.” Materials recovery facilities can be a viable solution for waste management problems where public participation is an obstacle. This solution also provides less societal impact because lifestyle change is not as critical.
