A needs assessment has pervasive appeal for instructors when designing a training/program. Most program managers or planners struggle with the issue of effective and responsive designing of a program, distributing appropriate resources, and establishing program policies which are actually based on the actual substantial findings and solutions of needs assessments. Programming needs assessment is a very useful skill; it can also be a rewarding career. Over the last decade running a learning program which is dynamic and responsive to learners’ interests has been in great demand. Therefore, an introduction to needs assessment has become increasingly important. Learning to design and conduct a program needs assessment is hard, however. For instance, a novice trainer suffers from a wide range of difficulties and shortcomings in this area in order to have the best outcome for the training program. A needs assessment is a crucial action for the development of any program such as training or education. According to Gupta, a needs assessment is defined as “the technique of determining if a program necessity exists and if it does, what implementation is mandatory to fill the gap” (2007, p. 13). Our organisation’s scheme of work designed according to internal and external requirements. Their internal requirements such as needing to follow their syllabus, consider learners needs; such as, learning difficulties, language barriers, cultural issues, etc. I need to embed minimum core requirements. Also learners take possession of their own learning, make sense of new experiences and understand how they learn, identify and understand barriers to learning and where they can find support to remove them, measure their own success, understand how vocational learning, personal and social development and when it comes to real-life tasks, motivate themselves by capturing their progress and achievements and helping them to develop a clear understanding of what they need to do next to progress further.

Its main disadvantage for the trainer is the amount of time the type of assessment can consume, and a learner may become disengaged by repetitive assessment exercises that interrupt the flow of learning.
A driving objective for a teacher is to affect students to advance their expertise in education by finding them the correct course. The teacher should promote positive motivation and inspiration by adhering to legislation and codes of practice which will increase every student’s focus in developing and bridging gaps to display eagerness towards a healthy broad mindset, creative thinking and brighter approach. Learners’ particular literacy, language, numeracy and ICT needs can be established through initial assessment, talking to learners, observing them completing activities or using simple self assessment tests.
It is important that you identify the needs of your learners so you can design the course to reflect individual differences. Although this is usually described as the first stage in the teaching/training cycle it is a process that may have to be deferred until you meet your learners for the first time and usually should be a continuing requirement throughout the learning journey. However, some organisations interview their learners before the course, or there may be an application process where learner needs can be identified.
At the same time in order for the learning to be effective it needs to engage with the goals of the individual learner in terms of personal development or career development.
