Interpretation:
The stronger acid and the stronger base is to be determined in each pair of compounds given.
Concept introduction:
When the acidic proton is bonded to the atoms in the same row of the periodic table, the electronegativity of those atoms is the deciding factor.
When the acidic proton is bonded to a more electronegative atom, the polarization of the bond between the acidic proton and that atom becomes more pronounced.
Hence the more electronegative the atom, the stronger is the acid.
Base strength decreases with an increase in the electronegativity of the atom bearing the unshared electron pairs.

Isn't the conjugate base's negative charge more stabilized with a sulfur and extra methyl group (by the induction effect)? While Cl is more electronegative than Sulfur, I would assume Cl being alone as its own ion would make it less stable.
