He said current systems are really democratic elitism because it is logistically difficult to have votes on each issue, as well as the fact that politics requires expertise that most people do not have. As the number of people eligible to vote has increased, Weber said that the bureaucracy had to expand to explain things to people and implement policies in ways that people understand and appreciate them.
