Solubility of a substance is the ability to dissolve in a given solvent. Practically solubility is measured in terms of the amount of species that can be dissolved in a given solvent at equilibrium conditions to make a saturated solution.
The substance with high solubility indicates the lesser number of solute molecules near the surface of the solution, and hence vapor pressure over the solution is low.
