Hernando did a mistake in the last step. He needed to make the factor $\left(3-m\right)$ as $\left(m-3\right)$ by taking negative out. He cannot take both these factored as factor.

However, Rachel did it correctly and her work is correct as well. She pulled out a negative from the factor $\left(3-m\right)$ and made it $\left(m-3\right)$

Now, when the common factor $\left(m-3\right)$ has been factored out, the resultant expression would be $\left(2p-9\right)\left(m-3\right)$

Thus, Rachel work is correct.
