As used here, accountability differs from the term personnel accountability , which refers to the location of firefighters. Attitudes: an individual’s beliefs about how others he or she cares about will view the behavior in question. Culture: the all-encompassing set of traditions, procedures, norms, attitudes, behaviors, and personnel demographics shared by a fire department and in reference to the community served. Just culture: an open source, nonproprietary approach to safety that embodies fairness and accountability by allowing firefighters to report errors. Leadership:activities that motivate individuals toward safe attitudes and behaviors. Management: activities that achieve results from establishing and enforcing the fire department’s safety policies and procedures. Normalization of deviance: repeating a practice that lowers safety or other standards of performance until the practice becomes a norm Norms:actions and beliefs that are part of routine operating principles for a fire department. Responsibility: the shared burden and opportunity to achieve the cultural changes needed for the safety of firefighters. Tradition:an act, action, policy, or procedure that is handed down from generation to generation and is considered key to a department’s cultural identity. __________________
11. There are three types of fire and emergency services traditions and each one develops differently. Describe the three types of FES traditions. Broad fire and emergency services traditions. These are basic traditions that define the fire and emergency services as a whole and have done so since its inception. They include serving the public before one’s self, maintaining a high state of operational readiness, having pride in the department, and looking out for each other. Policy-based traditions. Some traditions are established by policy. For example, response packages, command and control operations, shift-change schedules, crew meeting nights, valor award ceremonies, and promotion ceremonies are traditions established by policy. (See Figure 1.1. ) Traditions of unknown origin. Finally, there are those traditions, the origins of which have been lost to the ages, that are adhered to with a steadfast commitment. Examples include rookies doing the dishes, the pinning of the insignia of rank by family members on a newly appointed officer, the annual crew outing, and pushing a new piece of apparatus into the station.
